چكيده فارسي :
كشتارگاه دام سبزوار نظير اغلب صنايع غذايي، مواد زايدي توليد مي شود كه نياز به مديريت منسجم دارد و تاكيد بر كمينه سازي زائدات و كاهش اين مواد، سياستي است كه در دنيا طي دو دهه اخير در مديريت مواد زائد صنعتي مورد توجه قرار گرفته است . به دنبال تعديل اثرات پسماندهاي ناشي از كشتارگاه هاي صنعتي در محيط شهري سبزوار، ارزيابي زيست محيطي استراتژيك (SEA) با هدف نظارت يكپارچه زيست محيطي و بهداشتي جهت تقليل تهديدهاي ناشي از اقدامات اين كشتارگاه ها مورد توجه قرار گرفت. از اين رو در پژوهش حاضر 15 راهبرد پيشنهادي توسط كارشناسان ارزيابي و 10 شاخص برآمده از چارچوب نظري پژوهش مبناي ارزيابي قرار گرفت كه در قالب ماتريس دستيابي به اهداف اقدام به مقايسه دو دويي شاخص ها شد. اين ميان راهبرد جلوگيري از نفوذ فاصلاب به زمين هاي اطراف كه به سمت عدد يك بيشترين گرايش را داشته، اولويت اول محسوب مي شود بعد از آن، راهبردهاي مديريت نظارتي زيست محيطي به طرح ها و پروژه هاي كشتارگاه هاي صنعتي، بهسازي كيفي محيط كشتارگاه با هدف كنترل آلودگي هاي زيست محيط و مكان يابي مجدد جهت انتقال كشارگاه صنعتي به جهت فاصله نامناسب با فرودگاه جهت زدودن بوي استشمام شده در اين فردودگاه كه در فاصله بين عدد 1 و 0.5 قرار گرفته اند به ترتيب اولويت دوم را به خود اختصاص داده اند.

The Sabzevar slaughterhouse is the only active killing center in the city with an area of 15,000 square meters, located one kilometer east of Sabzevar Airport, which lasts for nearly four decades. The slaughterhouse, like most food industries, produces waste that requires consistent management and emphasis on waste minimization and reduction, the policy that has been taken into account in industrial waste management over the last two decades. In order to modify the effects of industrial waste slaughterhouses in Sabzevar, the Strategic Environmental Assessment (SEA) was designed with the aim of integrated environmental and health monitoring to reduce the threats posed by these slaughterhouses. In the present study, 15 proposed strategies were evaluated by experts and 10 indicators derived from the theoretical framework of the research were evaluated. In the matrix of achievement of the goals, the two indicators were compared. The strategy of preventing sewage penetration into the surrounding land, which is the highest in the number 1, is considered as the first priority. Subsequently, the environmental monitoring strategies of the slaughterhouse projects and projects, the quality improvement of the slaughterhouse environment with the aim of controlling environmental pollution and redeployment to transfer the industrial area to the inappropriate distance with the airport in order to eliminate the smell smeared in The airport, which ranks between 1 and 0.5, has the second priority, respectively.
