چكيده فارسي :
زﻣﯿﻨﻪ و ﻫﺪف: ﺳﯿﺴﺘﻢ ﺳﻼﻣﺖ، اﯾﻤﻨﯽ وﻣﺤﯿﻂ زﯾﺴﺖ ﺑﺮاي ﺣﻔﻆ و ﺻﯿﺎﻧﺖ از ﻧﯿﺮوي اﻧﺴﺎﻧﯽ ﻣﺘﺨﺼﺺ، در ﮐﻨﺎر ﮐﺎﻫﺶ اﺛﺮات ﺳﻮء ﺻﻨﻌﺖ ﺑﺮ ﻣﺤﯿﻂ زﯾﺴﺖ، در ﺳﺎزﻣﺎن ﻫﺎ اﺳﺘﻘﺮار داده ﻣﯽ ﺷﻮد. ﻫﺮ ﭼﻨﺪ اﯾﻦ ﻧﻈﺎم در ﻣﻄﺎﻟﻌﺎت ﻣﺨﺘﻠﻒ ﻣﻮرد واﮐﺎوي ﻋﻤﯿﻖ ﻗﺮار ﮔﺮﻓﺘﻪ اﺳﺖ، ﻟﯿﮑﻦ
اﺑﺰارﻫﺎي ﮐﻤﯽ ﺑﺮاي ﺳﻨﺠﺶ آن ﺑﻪ ﺧﻮﺑﯽ ﺗﻮﺳﻌﻪ ﻧﯿﺎﻓﺘﻨﺪ روش ﺑﺮرﺳﯽ : در اﯾﻦ ﺗﺤﻘﯿﻖ ارزﯾﺎﺑﯽ ﮐﻤﯽ ﺑﻨﺪﻫﺎ و زﯾﺮ ﺑﻨﺪﻫﺎي ﺳﯿﺴﺘﻢ ﻣﺪﯾﺮﯾﺖ ﺳﻼﻣﺖ، اﯾﻤﻨﯽ و ﻣﺤﯿﻂ زﯾﺴﺖ ﺑﺎ روﯾﮑﺮدي ﺗﺮﮐﯿﺒﯽ از ﺗﮑﻨﯿﮏ ﻫﺎي ﺗﺼﻤﯿﻢ ﮔﯿﺮي ﭼﻨﺪ ﺷﺎﺧﺼﻪ ﺗﺤﻠﯿﻞ ﺷﺒﮑﻪ اي و دي ﻣﺘﻞ اﻗﺪام ﺑﻪ وزن دﻫﯽ و ﺗﻌﯿﯿﻦ اوﻟﻮﯾﺖ ﻣﻌﯿﺎرﻫﺎ و زﯾﺮ ﻣﻌﯿﺎرﻫﺎي ﺳﯿﺴﺘﻢ
ﻣﺪﯾﺮﯾﺖ ﺳﻼﻣﺖ، اﯾﻤﻨﯽ و ﻣﺤﯿﻂ زﯾﺴﺖ اﻧﺠﺎم ﺷﺪ.
ﯾﺎﻓﺘﻪ ﻫﺎ: ﻧﺘﺎﯾﺞ ﻧﺸﺎن داد ﻣﻌﯿﺎر رﻫﺒﺮي ﺑﺎ وزن ﻧﺮﻣﺎل ﺷﺪه 0/450 ، ﻣﻌﯿﺎر ارزﯾﺎﺑﯽ و ﻣﺪﯾﺮﯾﺖ رﯾﺴﮏ ﺑﺎ وزن ﻧﺮﻣﺎل ﺷﺪه 0/200 ، ﻣﻌﯿﺎر ﻃﺮح رﯾﺰي ﺑﺎ وزن ﻧﺮﻣﺎل ﺷﺪه 0/101 ، ﻣﻌﯿﺎر ﺧﻂ ﻣﺸﯽ ﺑﺎ وزن ﻧﺮﻣﺎل ﺷﺪه 0/083 ، ﻣﻌﯿﺎر ﺳﺎزﻣﺎن ﺑﺎ وزن ﻧﺮﻣﺎل ﺷﺪه 0/078 ، ﻣﻌﯿﺎر اﺟﺮا و ﭘﺎﯾﺶ ﺑﺎ وزن ﻧﺮﻣﺎل ﺷﺪه 0/056 ، ﻣﻌﯿﺎر ﻣﻤﯿﺰي و ﺑﺎزﻧﮕﺮي ﺑﺎ وزن ﻧﺮﻣﺎل ﺷﺪه 0/032 ﺑﻪ ﺗﺮﺗﯿﺐ اوﻟﻮﯾﺖ اول ﺗﺎ ﻫﻔﺘﻢ ﺑﻮدﻧﺪ. ﺑﺤﺚ و ﻧﺘﯿﺠﻪ ﮔﯿﺮي: ﺗﻐﯿﯿﺮ درﺗﻌﻬﺪ ﻣﺪﯾﺮﯾﺖ ﺑﻪ اﻣﻮر ﺳﻼﻣﺖ، اﯾﻤﻨﯽ و ﻣﺤﯿﻂ زﯾﺴﺖ و اﺻﻼح ﺳﯿﺴﺘﻢ ﻣﺪﯾﺮﯾﺖ رﯾﺴﮏ ﻣﯽ ﺗﻮاﻧﺪ ﻋﻤﻠﮑﺮد را ﺑﻬﺒﻮد ﺑﺨﺸﺪ و ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ رﺗﺒﻪ ﺑﻨﺪي آن ﻫﺎ ، ﻣﯽ ﺗﻮان ﻣﻘﺎﯾﺴﺎت ﻣﻨﺎﺳﺐ ﺗﺮي ﺟﻬﺖ ﺗﺨﺼﯿﺺ اﻣﮑﺎﻧﺎت و ﺑﻮدﺟﻪ ﮐﺎﻓﯽ ﺑﻪ آن ﻫﺎ اﺧﺘﺼﺎص داد.
چكيده لاتين :
Abstract
Background and Objective: Health, safety and environment system which established in organizations to protect and safeguard skilled manpower, along with reducing the adverse effects of industry on the environment. Although this system has been studied in depth in various studies, but few tools to measure it have not been well developed.
Method: The current study aims to present a quantitative evaluation of the criteria for health, safety, and the environment in oil refineries based on HSE-MS OGP pattern. The items and sub-items in the HSE-MS are considered as the criteria, and sub-criteria and taking a combined approach based on multi-variate decision making techniques such as network analysis, DEMATEL the study aims to weight and determine the priorities of HSE-MS.
Findings: In this study, the criterion of leadership with a normalized weight of 0.450, the criterion of risk assessment and management with a normalized weight of 0.200, the criterion of planning with a normalized weight of 0.101, the criterion of policy with a weight of Normalized 0.083, Organization criterion with normalized weight of 0.078, Execution and monitoring criterion with normalized weight of 0.056, Audit and review criterion with normalized weight of 0.032 in order of first priority to It was the seventh.
Discussion and Conclusion: Changes in management commitment to health, safety and the environment and reform of the risk management system can improve this performance, and according to their ranking, more appropriate comparisons can be made to allocate sufficient facilities and budget to them.
