Designing a Strategic Balance Framework of the Iran's Economic Power in a Hostile Environment

در مطالعات راهبردي اقتصاد، عمدتاً سه نوع محيط رقابتي، محيط همكاري و محيط ‌همكاري با رقيبان تحليل مي‌شود؛ اما محيط متخاصم كه متفاوت از ساير محيط‌هاست كمتر به آن پرداخته مي‌شود. در محيط متخاصم دشمنان از طريق تحريم و تروريسم اقتصادي، به دنبال نابودي كامل اقتصاد يك كشور هستند؛ بدين منظور ابزارهاي اقتصادي را تسليحاتي كرده و در جنگ اقتصادي از آن بهره مي‌برند. ترازيابي راهبردي قدرتِ اقتصادي، به دنبال اين است تا وضعيت ظرفيت‌ها و فقدان ظرفيت‌هاي اقتصادي كشور را نسبت به كشورهاي متخاصم بررسي و از اقتصاد مقاومتي براي تقابل با حملات متخاصمانه بهره ببرد. مسئله پژوهش اين است كه مبتني بر اقتصاد مقاومتي الگويي كه بتواند به ترازيابي راهبردي قدرت اقتصادي بپردازد وجود ندارد. بنابراين، هدف از اين پژوهش طراحي الگوي ترازيابي راهبردي قدرت اقتصادي است. روش‌شناسي اين پژوهش آميخته كيفي-كيفي است؛ بدين ترتيب ابتدا با استفاده از روش گروه‌هاي كانوني و داده‌هاي ثانويه، اجزا و مؤلفه‌هاي الگو بدست آمده و سپس بر اساس ادبيات موجود هر يك از ابعاد الگو تحليل و تفسير مي‌شوند. نتايج حاصل از پژوهش نشان مي‌دهد كه در سطح دكترينال لازم است به چشم‌انداز كلان ترازيابي راهبردي، سياست‌هاي كلان اقتصادي پرداخته شود. در سطح راهبردي علاوه بر تحليل محيط متخاصم به ظرفيت‌ها و فقدان ظرفيت‌هاي داخلي توجه شده و سرانجام اقتصاد از جنبه امنيتي‌شدن، تسليحاتي‌شدن، نظامي‌شدن بررسي مي‌شود. بر اساس اين يافته‌ها، سطوح دكترينال و سياستي در يك الگوي جامع طراحي شده تا بتوان از آن براي سنجش تراز راهبردي قدرت اقتصادي در محيط متخاصم بهره‌ برد.

In the strategic studies, there are mainly three types of competitive, cooperative and coopetitive environment for the economics field. But the hostile environment, which is different from other environments, is less addressed in the literature. In a hostile environment, enemies seek to completely destroy a country's economy through the economic sanctions and terrorism; for this purpose, they have used the economic tools as weapons and used them in the economic warfare. The strategic balance of economic power seeks to assess the status of capacities and lack of economic capacities of the country compared to the hostile countries, and use the resistance economics as a passive defense to counter the hostile economy attacks. The problem is that there is no framework that can create the economic power balance at the strategic levels. Therefore, the purpose of this study is to design a strategic balance framework of the economic power. The methodology of this study is qualitative-qualitative mixed method; in this way, using the focus group method and secondary data, the framework components and elements are firstly obtained and then each framework dimension are analyzed and interpreted based on the existing literature. The research results show that at the doctrinal level, the macroeconomic policies need to be addressed at the vision of strategic balance. In addition to analyzing the hostile environment, capacities have been taken into account at the strategic level, and the economy is ultimately examined in terms of being secured, weaponized, and militarized in the strategic balance of economic power.
