رويكرد جمهوري اسلامي ايران به آموزش حقوق بشر در پرتو اسناد بين المللي(مطالعه موردي نهاد حقوق بشر سازمان ملل)

The approach of the Islamic Republic of Iran to human rights education in the light of international instruments (Case study of the UN Human Rights Institute)

حقوق بشر موضوعي جهاني و فراگير است كه به فراخور نيازهاي هر جامعه و بر اساس مقتضيات سياسي، اجتماعي، اقتصادي، فرهنگي و ايدئولوژيكي چهره­ هاي متفاوتي پيدا مي ­كند. اعلاميه حقوق بشر سازمان ملل متحد علاوه بر اصول خاص خود، رويكرد آموزش حقوق بشر را نيز مورد توجه قرار داده است. ج.ا.ايران با توجه به پذيرش اعلاميه حقوق بشر، رويكرد آموزش حقوق بشر را با توجه به محتواي حقوق بشر اسلامي و با در نظر گرفتن ملاحظات داخلي در نظر گرفته است. با توجه به همين رويكرد، سؤال پژوهش حاضر اين است كه وجه تمايز رويكرد ج.ا. ايران نسبت به آموزش حقوق بشر در پرتو اسناد بين ­المللي از جمله نهاد حقوق بشر سازمان ملل متحد شامل چه مواردي است؟ يافته ­ها نشان مي­ دهد كه آموزش حقوق بشر اسلامي در مقايسه با رويكرد نهادي بين ­المللي، وجه ي ديني دارد و بر همزماني حقوق و تكاليف توجه نشان مي­ دهد. به علاوه اينكه، آموزش حقوق بشر مي ­بايست معطوف به ترويج اصول كرامت، معنويت، توجه به كمال و سعادت انساني و همچنين بنيادهاي الهي براي سعادت انساني باشد. در اين صورت است كه رويكردهاي موجود توسط نهادهاي بين­ المللي از جمله نهاد حقوق بشر سازمان ملل مورد انتقاد قرار مي­گيرند. روش پژوهش حاضر توصيفي –تحليلي و شيوه جمع ­آوري اطلاعات كتابخانه ­اي است.

Human rights is a global and pervasive issue that takes different forms according to the needs of each society and based on political, social, economic, cultural and ideological requirements. In addition to its specific principles, the UN Declaration of Human Rights also addresses the human rights education approach. The Islamic Republic of Iran, considering the acceptance of the Declaration of Human Rights, has considered the approach of human rights education with regard to the content of Islamic human rights and taking into account internal considerations. Given this approach, the question of the present study is what distinguishes the approach of the Islamic Republic of Iran to human rights education in the light of international instruments, including the United Nations Human Rights Institution? Findings show that Islamic human rights education has a religious aspect compared to the international institutional approach and pays attention to the concurrence of rights and duties. In addition, human rights education should focus on promoting the principles of dignity, spirituality, attention to human perfection and well-being, as well as the divine foundations for human well-being. It is in this way that existing approaches are criticized by international bodies, including the United Nations human rights body. The method of the present research is descriptive-analytical and the method of data collection is library.
