توجه به توسعه كالبدي شهر، يك ضرورت اساسي در برنامه هاي توسعه شهري محسوب مي شود. در ايران گسترش سريع فيزيكي شهرها در قالب رشد بدون برنامه و ناموزون در راستاي علل مختلف از جمله مهاجرت هاي بي رويه يكي از مشكلات اساسي شهرها محسوب شده كه پديده اي تحت عنوان پراكنده رويي از نتايج رشد اين گونه مي باشد. هدف اصلي اين پژوهش بررسي تحليل شاخص هاي توسعه شهري با رويكرد مولفه برتري و هوشمند در منطقه 16 تهران است. از ميان نظريات و مكاتب مطرح شده در رابطه با حل مسأله پراكنده رويي؛ نظريه رشد هوشمند شهري به عنوان نظريه پايه اي و هدايت گر تحقيق انتخاب شده است. روش اصلي مورد بررسي در پژوهش حاضر، روش توصيفي –تحليلي است و از روش‌هاي متعددي جهت نيل به اهداف پژوهش و سنجش شاخص‌هاي پژوهش بهره گرفته شده است. نتايج آزمون T بيانگر اين واقعيت است كه متغيرهاي بالا بردن قابليت دسترسي، ايجاد محلات خودكفا و توسعه فشرده محلات با توجه به سطح معناداري بالاتر از 0.05 مطلوبيت پايين تري دارد. از سوي ديگر متغير ايجاد محلات جذاب و با هويت، داراي مطلوبيت نسبي در محدوده مورد مطالعه مي باشد. نتايج پژوهش ماهيت اين تغييرات و محرك‌هاي آن‌ها موضوع اصلي بوده است و آنچه كه پيگيري شده، رهيافتي به مدل و الگوي منطقه 16 تهران در دوران معاصر و اكنون بود. با اين هدف، شاخص‌هاي تأثيرگذار شناسايي گرديد، كه خود بازتاب كالبدي مجموعه ساختاري موجود در سيستم شهري منطقه 16 بوده‌اند.

Attention to the physical development of the city is a basic necessity in urban development programs. In Iran, the rapid physical expansion of cities in the form of unplanned and uneven growth for various reasons, including uncontrolled migration, is one of the main problems of cities, which is a phenomenon called scattering of the growth results of this species. The main purpose of this study is to analyze the indicators of urban development with the approach of superiority and intelligence in the 16th district of Tehran. Among the theories and schools proposed in connection with the solution of the scattered superficial problem; The theory of urban smart growth has been selected as the basic theory and guide of research. The main method studied in the present study is descriptive-analytical method and several methods have been used to achieve the objectives of the research and measure the research indicators. The results of T-test indicate the fact that the variables of increasing accessibility, creating self-sufficient neighborhoods and intensive development of neighborhoods are less desirable due to the significance level higher than 0.05. On the other hand, the variable of creating attractive and identity-based neighborhoods has a relative desirability in the study area. The results of the study The nature of these changes and their stimuli has been the main issue and what was followed was an approach to the model of Tehran's 16th district in the contemporary and present era. To this end, effective indicators were identified, which were themselves a physical reflection of the existing structural set in the urban system of District 16.
