The Impact of Macro Policies on the Financial and Administrative Independence of the Social Security System

امروزه ، دولت در راستاي كاهش تعهدات مستقيم خود (اصل 29 قانون اساسي) و افزايش كارايي سازمان ها، سعي در ايجاد استقلال مالي و اداري در سازمانها و صندوق هاي اجتماعي را دارند. در اين پژوهش با استفاده از مطالعات پيشينه تحقيق و مصاحبه با خبرگان به بررسي ماهيت و شكل عوامل مختلف ناشي از "(تاثير) سياست هاي كلان بر استقلال مالي و اداري نظام تامين اجتماعي " و همچنين عوامل متاثر از قوه مجريه، قوه مقننه و سازوكار قانون گذاري و البته سازمان تامين اجتماعي بر موضوع پژوهش پرداخته كه بر همين اساس ابتدا چالش ها و عوامل تاثير گذار بر موضوع با مطالعه و مصاحبه با كارشناسان سازمان تامين اجتماعي و گروه هاي مرتبط شناسايي شده و سپس ميزان و نحوه ارتباط ميان عوامل مختلف و تاثير پذيري سازمان نيز مورد قضاوت خبرگان و خواص قرار گرفت، در نهايت شاخص ها و زيرشاخص هاي مرتبط با چالش هاي استقلال مالي و اداري سازمان تامين اجتماعي با روش ISM سطح بندي گرديد (جدول 3). تجزيه و تحليل عوامل متاثر از سياست هاي كلان نحوه ي تاثير آنها بر سطوح و لايه هاي سياسي و مديريتي كشور را به عنوان اثرگذارترين عوامل (مستقيم)، شناخته و نشان مي دهد. در ادامه به صورت مختصر به بررسي عواملي ناشي از قوه مقننه و قوه مجريه نيز پرداخته و به عنوان عوامل مياني (اثرگذار و اثر پذير) شناخته شده اند، در نهايت سازمان تامين اجتماعي نيز به عنوان اثرپذيرترين لايه قرار گرفته است.كلمات كليدي: سياست هاي كلي نظام، استقلال مالي و اداري، سازمان تامين اجتماعي، نظام تامين اجتماعي،

Today, the government is trying to create financial and administrative independence in organizations and social funds in order to reduce its direct obligations (article 29 of the constitution) and increase the efficiency of organizations. in this research, using research backgrounds and interviews with experts, we examined the nature and form of various factors influenced by macro policies on the financial and administrative independence of the social security system. The factors influencing the executive, legislative, and mechanism sectors were investigated as well. Legislative and social security organizations were the focus of the study, based on which the challenges and factors affecting the topic are first identified by studying and interviewing social security experts and other related groups, and then the extent and manner of the relationship between the various factors and their effectiveness were analyzed. The organization was also evaluated by experts and properties, and ultimately the indicators and sub-areas related to the challenges of financial and administrative independence of the social security organization were leveled by the ism method (table 3). The analysis of macroeconomic factors shows how they influence the political and managerial levels and layers of the country as the most influential (direct) factors. in the following, a review of the factors arising from the legislative and executive branch is given and they are identified as intermediate (effective and effective) factors. Finally, the social security organization is considered as the most influential layer.
