Bioterrorism, Death Politics and National Security

بيوتروريسم به مثابه يك رفتار ضد-امنيتي، مولود فرا-فرآيندهاي جهاني شدن مي باشد كه تهديداتي براي جوامع انساني، ساختارهاي حكومت و امنيت بين الملل به بار مي آورد. طبق چنين فهمي، تقديس سياست مرگ و گفتمان نفرت- ارعاب به مثابه شالوده رفتار بيوتروريستي، باعث شد تا قرن بيست و يكم به مثابه دوران گذار از عصر اطلاعات به عصر تروريسم تلقي شود. با توسعه مطالعات و فنون بيولوژيك، پيوند بين قدرت و دانش به يك موضوع ژانوسي بدل شد كه علاوه بر مصارف پزشكي، براي اهداف سياسي هم به كار مي رود. هم افزايي كاركرد ديالكتيكي بيوتروريسم با رشد منابع مالي-فني، سازماني-لجستيكي و كاهش انزواي سياسي- ايديولوژيك، آن را به يك پديده استراتژيك امنيتي بدل ساخت. نگاشته جاري به تحليل پيوند بين بيوتروريسم و امنيت به مثابه پرسش اصلي مي پردازد. فرضيه پژوهش با تاكيد بر همسبتگي منفي بين امنيت و بيوتروريسم، رشد يكي را ملازم با كاهش ديگري مي پندارد. از اين رو، تكميل زنجيره نهادي سياست پزشكي و فهم سياست به مثابه پزشكي سياسي به عنوان راهكار پيشنهادي پژوهش جاري است كه با امنيتي سازي سلامت و پزشكي سازي امنيت، ضمن رشد امنيت جامعه اي، منجر به تكثير نيروهاي اجتماعي سلامت در سياست بين الملل مي شود. نگاشته جاري با روش تحليلي و تيوري مسيوليت حفاظت و مديريت منازعات به آزمون فرضيه جاري مي پردازد.

As an anti-security behavior, bioterrorism is a by-product of globalization threatening the human-being societies, governmental structures and international security. prioritizing the death politics and the discourse of hatred and fear as foundation of bioterrorist behavior led to transition from information to terrorism era in the 21st century. So, the nexus between power- knowledge thanks to the development of biological literatures and technologies turned to bidimensional issue functioning both for medical and political affairs. Such a dialectical professions waxing with the growth of techno-financial, logistic-organizational resources. Thus, the main question of the current paper is to analyze the relation between bioterrorism and security. By focusing on the negative relation between security and bioterrorism, the tentative hypothesis perceives the increasing of one is tantamount to decreasing of the other. So, thoroughly totalizing the institutional chain of medical politics and understanding politics as medicalization is the main suggestion of the current research in which securitization of healthy and medicalization of security will not only increase the societal security but also leading to proliferation of healthy social forces in the international politics. Finally, by employing the analytical method and functioning the conflict management and responsibility to protect, this paper will test the proposed hypothesis.
