شيوع ويروس كرونا نشان داد كه انسان در عين اقتدار چقدر ضعيف و آسيب‌پذير است. قصور در اعلام به موقع اين رخداد و عدم آمادگي و فقدان هماهنگي بين دولت‌ها، واكنش و مقابله سريع با آن را دچار مشكل كرد. اختلاف شديد بين چين و آمريكا در مورد منشاء ويروس سبب شد تا از درج آن در دستور كار شورا امنيت خودداري كنند. تمركز اصلي اين تحقيق بر موضوع بيماري همه‌گير جهاني كرونا و صلح و امنيت بين‌المللي است و در پي پاسخگويي به اين پرسش است كه آيا اين بيماري تهديدي بر صلح و امنيت بين‌المللي محسوب مي‌شود يا نه؟ رويه و عملكرد شورا حكايت از توسعه صلاحيت‌ها و تسري آن از تهديدهاي نظامي به غير نظامي دارد. شورا پيش از اين، دو بار در مورد بيماري‌هاي ايدز و ابولا تصميماتي اتخاذ نموده است. هر دو بار هم وضعيت را به عنوان تهديدي عليه صلح و امنيت بين‌المللي تلقي كرد. اگر شورا بخواهد همان منطق را در توصيف و احراز وضعيت كرونا به كاربندد با توجه به دامنه گسترش اين بيماري به طريق اولي آن را همانند دو مورد قبل تهديدي عليه صلح و امنيت بين‌المللي اعلام خواهد كرد. ولي چنين نكرد و احتمالاًهم نخواهد كرد. به هر حال شوراي امنيت در اين زمينه رويكرد انفعالي را پيشه كرده و نمي‌توان چندان به تغيير رويكرد لااقل در كوتاه مدت اميدوار بود.
