راهبردهاي كشورها در مواجهه با بحران كرونا , بخشي الهام گرفته از خط مشي هاي جهاني و بخشي نيز حاصل تدابير ملي است .سازمان بين المللي كار بمنظور كمك و جبران فوري پيامدهاي منفي اين بيماري براي كارگران و بنگاههاي اقتصادي توصيه هايي نموده است . در اين راستا استفاده از ابزارهاي مالي , وام , سرمايه گذاري عمومي در بخش سلامت , حمايت از بنگاه ها جهت حفظ مشاغل ونهايتا" تاكيد بر استفاده از ظرفيت گفتگوي اجتماعي مابين شركاي اجتماعي ( دولت , كارگران و كارفرمايان ) مورد توجه جدي است . در كشور ما نيز اقداماتي هرچند محدود و موقتي در جهت حمايت از بنگاه هاي اقتصادي صورت گرفته كه در جاي خود مثبت و با سياستهاي جهاني همسو است , همچون اعطاي مهلت در پرداخت انواع هزينه ها مثل حق بيمه سهم كارفرما , هزينه هاي انرژي, اعطاي وام كم بهره و ... اما زير ساختهاي نا مناسب اقتصادي كه طي ساليان متمادي ميل به اجراي قانون كار در مورد كارگران را به حداقل رسانده و ضعفهاي ابزارهاي نظارتي و .. در مراجع مسئول نسبت به حسن اجراي قانون , عده كثيري از كارگران را قبل از اين بحران ناكام و پس از آن نيز دچار تشديد گرفتاري خواهد نمود . شايد صرفا" موارديكه در وضع مقرره , اعطاي امتيازات و تسهيلات به كارفرمايان مشروط به حفظ رابطه شغلي و عدم اخراج كاركنان گرديده , تنها امتياز ويژه اين قشر نسبت به ساير افراد جامعه باشد كه به وقوع عملي آن نيز ميتوان بدگمان بود.
