Designing an electoral model to improve the performance of local government management

دراين مقاله به‌منظور ارائه الگويي جديد در انتخابات محلي، از پيشنهادات مدل هاي انتخاباتي استفاده شده و شهر تهران بعنوان مورد مطالعه انتخاب شده‌ است. منبع جمع آوري داده‌ها مصاحبه عميق با خبرگان و تحليل قوانين و مقررات اين حوزه بوده و با بكارگيري روش تحليل مضمون، داده‌ها تحليل شده‌اند. مشاركت‌كنندگان در اين پژوهش شامل خبرگان اجرايي و علمي حوزه حكمراني شهري و مديريت منابع انساني بخش دولتي ايران هست و از نمونه‌گيري نظري (هدفمند) استفاده شده است.تحقيق حاضر با رويكردي كاربردي - توسعه اي و براساس روش ميداني به سوال«اصلاحات اساسي در انتخابات شورا و شهرداري در عملكرد نهادهاي محلي تا چه ميزان تاثيرگذاراست؟ » پاسخ داده است. نتايج تحقيق نشان مي دهد، با توجه به تجربه كشورهاي پيشرفته و موفق در توسعه شهري و مديريت امور محل اصلاحات انتخاباتي در عملكرد مديريت محلي و افزايش نقش شهروندان محل در تعيين مديران و نظر دادن در نحوۀ ادارۀ محل، حائز اهميت بسيار است.

In this article, in order to present a new model in local elections, the suggestions of electoral models have been used and the city of Tehran has been selected as the study. The source of data collection was in-depth interviews with experts and analysis of laws and regulations in this field, and the data were analyzed using the content analysis method. The present study with an applied-developmental approach and based on the field method to the question "How effective are the fundamental reforms in the council and municipal elections in the performance of local institutions?" Has answered. The research results show that, according to the experience of developed and successful countries in urban development and local affairs management, development steps should be taken from part to whole with experimentation and experience. In general, electoral reforms are very important in the performance of local government and increase the role of local citizens in appointing managers and commenting on the way local government is run.
