ارزيابي و تحليل مديريت شهري بافت تاريخي كلان‌شهرهاي ايران؛ با تأكيد بر مديريت يكپارچة شهري (مطالعة موردي: كلان‌شهر شيراز)

Investigation and Analysis of Integrated Urban Management in the Historical Texture of Iranian Metropolises (Case Study: Shiraz Metropolis)

مديريت يكپارچة شهري «مديريت افقي» است، نه مديريت «عمودي»، يعني اينكه تمام سازمان‌ها و نهادهاي‌ درگير در مديريت شهري به‌صورت افقي و هماهنگ در كنار يكديگر قرار دارند. لذا اين پژوهش ضمن بررسي و تحليل ساختار مديريت شهري بافت تاريخي كلان‌شهر شيراز به دنبال به‌كارگيري الگوهاي جديد مديريت شهري ازجمله مديريت يكپارچة شهري در اين سكونتگاه مي‌باشد. روش تحقيق در پژوهش حاضر توصيفي تحليلي است. اطلاعات مورد نياز از طريق مطالعات ميداني و كتابخانه‌اي استخراج گرديده است. ابزار پژوهش نيز شامل مصاحبه و پرسشنامه مي‌باشد. جامعة آماري شامل نهادهاي دولتي و عمومي و ساكنين بافت تاريخي كلان‌شهر شيراز مي‌باشد. حجم نمونه براي بخش دولتي و عمومي 128 و براي ساكنين 382 برآورد گرديده است. تحليل آماري داده‌ها نيز از طريق نرم‌افزارهاي SPSS و Amos Graphic و با استفاده از رويكرد مدل-سازي معادله ساختاري واريانس محور و كوواريانس محور صورت گرفته است. نتايج اين پژوهش نشان مي‌دهد كه تقويت هم‌افزايي و تشريك مساعي درون نهادي و برون نهادي مي‌تواند منجر به تقويت مديريت يكپارچة شهري در بافت تاريخي كلان‌شهر شيراز شود و برعكس كاهش آن منجر به مديريتي عمودي و موازي مي‌گردد. همچنين براي دست‌يابي به مديريت يكپارچة شهري مبتني بر حكمروايي خوب شهري در بافت تاريخي بايد تمايل ساكنين به مشاركت در مديريت شهري را افزايش داد كه براي تحقق اين امر بايد ظرفيت و نهادسازي محلي را نيز تقويت نمود.

Urban Integrated Management as a "horizontal management" type, not a "vertical" one, refers to all organizations and institutions involved in urban management are horizontally and in harmony together. The present research, while analyzing the urban management structure of the historical texture of Shiraz Metropolis, seeks to apply new urban management patterns, including integrated urban management in this settlement. The research employed a descriptive-analytic method. Required data were extracted via field study and library study techniques. The research instruments include interviews and questionnaires. The statistical population consisted of public and private sector institutions and residents of the historical texture of Shiraz metropolitan. The sample size covered 128 public and private sector organizations and the 383 citizens. The statistical analysis of the data was done through SPSS and Amos Graphic software using the Variance- and Covariance-Based Structural Equation Modeling (CB-SEM). The results of the research showed that strengthening of interpolation and inter agency collaboration can lead to strengthening of integrated urban management in the historical texture of Shiraz metropolis, and on the contrary, the decrease in collaboration leads to vertical and parallel management. Moreover, to achieve integrated urban governance based on good urban governance in the historical texture, the willingness of residents to participate in urban management should increase, and local capacity and institutionalization ought to be strengthened.
