بيان مساله: امروزه شهرهاي بزرگ در كشورهاي در حال توسعه به شدت در حال رشد هستند. اين نواحي تمامي امكانات، خدمات و سرمايه‌هاي كشور را در خود بلعيده، ولي با اين وجود با انواع مشكلات و معضلات شهري دست و پنجه نرم مي كنند. از طرف ديگر ساير نقاط در اين كشورها اعم از شهرهاي مياني، كوچك و نقاط روستايي از توسعه عقب مانده اند . هدف از پژوهش دستيابي به توسعه متوازن، ايجاد تعادل فضايي و توزيع بهينه فضا، فعاليت و جمعيت در سطح منطقه است. روش تحقيق: روش توصيفي – تحليلي است. در اين پزوهش به بررسي الگوي پراكنش سكونتگاه‌هاي شهري، نظام‌يابي استقرار شهرها و نحوه تاثير گذاري شهر ايلام بر نواخي پيراموني با استفاده از مدل‌هاي مختلف (تاپسيس....) و با نرم افزار‌هاي EXCEL و GIS داده‌ها و اطلاعات، مورد تجزيه و تحليل قرار گرفت يافته‌هاي تحقيق: تأثيرگذاري شهر ايلام بر شهرهاي استان متفاوت بوده است. به طوري كه براي رشد برخي نقاط سكونتگاهي عامل محرك، براي برخي مانعي اساسي در نگهداشت جمعيت و براي برخي ديگر به دليل فاصله بيشتر عاملي منفعل و يا معكوس عمل نموده است.شهر ايلام نتوانسته است بعنوان مركز استان نقش همگرايي فضايي استان را ايفا نمايد و بجز خدمات اداري و درماني براي كل استان در سايرحوزه‌هاي جنوب و شمال و شمال شرق استان واگرايي به سمت شهرهاي استانهاي خوزستان و لرستان و كرمانشاه را تشديد نموده است الگوي قطبي بر نظام شهري استان حاكم است. ميزان نخست شهري در نظام شهري استان با وجود برخي نوسانات دوره‌اي، تثبيت شده است.
