ملاحظه‌هاي جغرافيايي در پيوست فرهنگي طرح‌هاي توسعه ملي و نقش آن در سازمان‌هاي نظارتي

Geographical considerations in the cultural attachment of national development plans and its role in regulatory agencies

هدف اين تحقيق بررسي ملاحظه‌هاي جغرافيايي در تدوين پيوست‌نگاري فرهنگي در طرح‌هاي توسعة ملي كشور و تبيين آن به سازمان‌هاي نظارتي. از اين رو، سؤال تحقيق اين است كه شرايط و ملاحظه‌هاي جغرافيايي چه تأثيري در بازنمايي و تدوين پيوست فرهنگي طرح‌هاي توسعه ملي در سازمان‌هاي نظارتي دارند؟ و اين امر تا چه ميزان در چرخة سياستگذاري و پيوست‌نگاري فرهنگي سازمان‌هاي نظارتي نقش دارد؛ و همچنين امنيت، مشاركت، اقتدار، انسجام و چالش‌هاي فرهنگي در سازمان‌هاي نظارتي كدام‌اند؛ بنابراين، با اين پرسش‌ها مي‌توان به تفاوت‌هاي فرهنگي در نواحي جغرافياي فرهنگي كشور و سازمان‌هاي نظارتي رسيد. اين پژوهش از نظر هدف كاربردي و از نظر اجرا با روش توصيفي- همبستگي و ابزار گردآوري داده‌ها منابع اسنادي و كتابخانه‌اي و همچنين ارائه پرسش‌نامه به جامعه آماري شامل استادان و دانشجويان رشته‌هاي جغرافيا (سياسي)، مديريت فرهنگي و علوم سياسي انجام گرفته است. در تحقيق حاضر به اين نتيجه مي‌رسيم كه ملاحظه‌هاي و مؤلفه‌هاي جغرافيايي در پيوست‌نگاري طرح‌هاي توسعة ملي يا جايگاهي ندارند يا جزء اولويت‌هاي تهية پيوست فرهنگي نيستند همچنين مؤلفه‌هاي فرهنگي در سازمان‌هاي نظارتي تشريح، سپس چالش‌ها، آثار و نتايج برنامه‌ريزي فرهنگي مطرح و در پايان ضمن نتيجه‌گيري به ارايه پيشنهادهاي لازم پرداخته مي‌شود. در اين تحقيق كه در كنار فراتحليل پژوهش‌هاي ملي و بين‌المللي صورت گرفته، ابعاد و مؤلفه‌هاي جغرافيايي را كه مبنايي براي پيوست‌نگاري‌ها و ارزيابي آثار اجتماعي است، تبيين مي‌كند.

The purpose of this study is to investigate geographical considerations in formulating cultural attachment to national development plans and to explain them to regulatory agencies.Therefore, the question of the research is: what effect do geographical conditions and considerations have on the representation and formulation of cultural attachment to national development plans in regulatory agencies?And to what extent it plays a role in the policy making and cultural attachment of regulatory agencies;And what are the security, partnership, authority, cohesion, and cultural challenges in the oversight organizations;These questions can lead to cultural differences in the cultural geographical areas of the country and regulatory agencies.The purpose of this study was to determine the purpose of the study using a descriptive-correlational method and to collect data from documentary and library sources as well as to provide a questionnaire to the statistical population including professors and students of geography, cultural management and political science.In the present study, we conclude that geographical considerations and components do not have or have no place in the attachment of national development plans or are among the priorities for cultural attachment.Also, the cultural components in the oversight organizations are described, then the challenges, effects, and results of cultural planning are discussed and finally the necessary suggestions are made.This study, along with a meta-analysis of national and international research, identifies the geographical dimensions and components that are the basis for attachments and the evaluation of social impacts
