A study of the rules and regulations of distribution and pricing of the Iranian pharmaceutical system from the perspective of the right to health

يكي از شاخص‌هاي توسعه و پيشرفت هر جامعه‌اي وضعيت بهداشت و درمان آن است. صنعت داروسازي هر كشور نشان دهنده توانمندي آن كشور در حوزه تامين بهداشت و سلامت آن جامعه مي‌باشد. دارو به دليل اثرگذاري بر سلامت انسان‌ها و جوامع بشري همواره از مهمترين اركان چرخه سلامت بوده است. بر همين اساس همواره توزيع و قيمت‌گذاري حتي در بحراني‌ترين شرايط كشور از اولويت خاص دولت‌هاست. مراحلي كه در سيستم دارو چه از نظر كيفي و چه از نظر كمي اهميت دارد مرحله عملي توزيع و قيمت‌گذاري كه همان تحويل دارو به بيمار مي‌باشد، و در حقيقت جلوه‌گر همه تلاش‌ها و رعايت ضوابط در مراحل ساخت دارو تا مصرف دارو مي‌باشد. با توجه به جايگاه ويژه‌اي كه توزيع و قيمت‌گذاري دارو درسيستم بهداشت و درمان دارد، در واقع يكي از مهمترين مراحل است كه منجر به ارتقاء ايمني مردم جامعه مي‌گردد. سوال: آيا حق بر سلامت مي‌تواند عامل موثري در ارتقاي توزيع و قيمت‌گذاري دارو باشد؟ هدف: بررسي قوانين و مقررات توزيع و قيمت‌گذاري نظام دارويي ايران از منظر حق بر سلامت و آن در توزيع و قيمت‌گذاري در جامعه مي‌باشد. فرضيه: حق بر سلامت مي‌تواند به عنوان عامل موثري در توزيع و قيمت گذاري نقش داشته باشد. نتيجه: حق بر سلامت مي‌تواند به عنوان عامل موثري در توزيع و قيمت‌گذاري دارو و همچنين اهميت و توجه دولتمردان و واضعان قوانين و مقررات نظام دارويي نقش داشته باشد، تا بتوان براي حفاظت از سلامتي مردم و جامعه در برابر آسيب‌هاي دارويي برنامه-ريزي شايسته‌تري انجام داد. كليدواژه‌ها

One of the indicators of development and progress of any society is its health status. The pharmaceutical industry of any country shows the ability of that country in the field of health and well-being of that community. Medicine has always been one of the most important pillars of the health cycle due to its impact on the society and health. Accordingly, even in the most critical situations of the country, distribution and pricing, are always among special priorities of the government. One of the important steps in the drug system, both qualitatively and quantitatively, is the practical stage of distribution and pricing, which is ultimately the deliverance of drug to the patient, that represents the manifestation of all efforts and compliance with the criteria in the drug manufacturing to consumption stage. Given the special place that drug distribution and pricing have in the health care system, it is in fact one of the most important steps that leads to improving the safety of people in society. Question: Can the right to health be an effective factor in promoting the distribution and pricing of drugs? Objective: Studying the laws and regulations of distribution and pricing of the Iranian pharmaceutical system from the perspective of right to health. Hypothesis: The right to health can play an effective role in distribution and pricing. Conclusion: The right to health can play an effective role in the distribution and pricing of drugs, as well as the importance and attention of government officials and regulators of the pharmaceutical system, in order to better plan the protection of healthcare system and society against harm.
