The relationship between good governance and the development of a creative cultural city

مقدمه و هدف پژوهش: پژوهش حاضر با هدف رابطه حكمراني خوب با توسعه شهر خلاق فرهنگي انجام شد. روش پژوهش: روش پژوهش، توصيفي - پيمايشي با رويكرد معادلات ساختاري مي‌باشد. جامعه آماري پژوهش، مديران مياني و پايه ادارات كل دستگاه‌هاي اجرايي شهر كرمانشاه با تعداد جامعه‌ي آماري 145 بود، كه براساس فرمول كوكران، نمونه برابر با 108 نفر با روش نمونه‌گيري تصادفي ساده انتخاب گرديد. ابزار جمع‌آوري اطلاعات، پرسشنامه استاندارد حكمراني حكمراني خوب OPM و CIPFA (2004) و شهر خلاق فرهنگي محقق ساخته مي‌باشد، كه روايي آن‌ها با روايي سازه؛ و پايايي آن‌ها با آلفاي كرونباخ و پايايي تركيبي تأييد شد. داده‌ها با استفاده از نرم‌افزار SPSS23 وSMART PLS2 تحليل شدند. كيفيت مدل اندازه‌گيري با آزمون cv.com و مدل ساختاري با آزمون cv.red تأييد شد و هم‌چنين كيفيت مدل نهايي پژوهش با توجه به شاخص GOF كه 0/524 شده است، نشان داد كه مدل از برازش قوي برخوردار است. هم‌چنين مقدار R2 برابر 0/383 شد كه قوي ارزيابي مي‌شود. يافته‌ها: نتايج فرضيه‌هاي پژوهش نشان داد كه متغير حكمراني خوب بر متغير شهر خلاق فرهنگي تأثير مثبت و مستقيم دارد. مؤلفه‌هاي حكمراني خوب شامل: نتيجه‌گرايي، اثربخشي نقش‌ها و وظايف و پاسخ‌گويي بر شهر خلاق فرهنگي تأثير مثبت و مستقيم و مؤلفه‌هاي ارتقا ارزش‌ها، شفاف‌سازي و ظرفيت‌سازي بر متغير شهر خلاق فرهنگي تأثير نداشتند و هم‌چنين متغير حكمراني خوب بر مؤلفه‌هاي شهر خلاق فرهنگي (به جز تقويت تكثرگرايي فرهنگي) تأثير مثبت و مستقيم داشت. نتيجه‌گيري: مي‌توان گفت كه توجه به حكمراني خوب در ادارات و دستگاه‌هاي اجرايي، مي‌تواند در بروز شهر خلاق فرهنگي نقش سازنده‌‌اي داشته باشد.

The aim of this study was to investigate the relationship between good governance and the development of culturally creative city. The research method is descriptive-survey with a structural equation approach. The statistical population of the study was the middle and basic managers of the general administrations of Kermanshah with the number of statistical population of 145, which according to Cochran's formula, a sample of 108 people was selected by simple random sampling method. The data collection tools are the standard OPM and CIPFA (2004) Good Governance Standard Questionnaire and the Creative Cultural City of the Researcher, whose validity is constructed by validity; an‎d their reliability was confirmed by Cronbach's alpha and hybrid reliability. The quality of the measurement model was confirmed by the cv.com test and the structural model was confirmed by the cv.red test. The results of the research hypotheses showed that the variable of good governance has a positive and direct effect on the variable of the culturally creative city. The components of good governance, including: consequentialism, effectiveness of maps and tasks, and accountability to the culturally creative city did not have a positive and direct effect, and the components of value promotion, transparency and capacity building did not affect the variable of the culturally creative city. Also, the good governance variable had a positive and direct effect on the components of the culturally creative city . Therefore, it can be said that paying attention to good governance in administrative departments and agencies can play a constructive.
