صندوق هاي بازنشستگي در نظام حقوقي ايران، از ديرباز همواره مشكلات عديده اي داشته اند كه مهم ترين محور آن مباحث مالي مي باشند. نبود چشم اندازي از آينده و برنامه نامشخص دركنار مديريت هاي غير تخصصي و ناكارآمد، عدم شفافيت و تعارض و تورم قوانين، همگي با هم صندوق هاي بازنشستگي را به معضلي جدي در ايران تبديل نموده اند؛ اين مشكلات طي سال هاي اخير، در كنار مواردي چون افزايش جمعيت سالخورده و كاهش نيروي اشتغال، نوسانات كلان اقتصادي، تبعيض و عدم تناسب دريافتي ها، مداخله عمدتاً يك طرفه دولت با صندوق ها، بر حساسيت اين موضوع افزوده اند. در ايران، تعدد صندوق هاي بازنشستگي با برنامه ها و مقررات متعدد به خودي خود موجب شده اند تا در نبود نظام جامع رفاه و تامين اجتماعي در كشور، تشتت و پراكندگي گسترده اي بر صندوق ها تحميل شود. الگويي كه كشورهاي اتحاديه اروپا در قبال صندوق هاي بازنشستگي به كارگرفته اند، نشان از آينده نگري، توامان با جامع نگري دارد؛ چنان كه به سياست اشتغال، در كنار فراگيري براي تمام اقشار جامعه، توجه شده است. آنچه كه در ساماندهي و الگو صندوق هاي بازنشستگي كشورهاي اتحاديه اروپا، مي تواند براي سياست گذاران در ايران مورد توجه باشد؛ توجه به سياست هاي اقتصادي و جمعيت شناختي، در كنار نظم بخشيدن به مقررات قانوني، حذف تدريجي تشكيلات اضافي و كاهش هزينه ها، براي استمرار خدمات صندوق ها است. اصلاحات در نظام صندوق هاي بازنشستگي ايران، مستلزم رويكردي همه جانبه در سياست گذاري ها و عزمي قوي براي آغاز تغييرات بنيادين است.
