محدوديت‌هاي گفتمان اعتدال‌گرايي در ايجاد صلح منطقه‌اي (با تاكيد بر روابط ايران و كشورهاي عضو شوراي همكاري خليج فارس)

Limitations of the Moderation Discourse in Forming Regional Peace (With Emphasis on Iran and GCC Relations)

با شروع به كار دولت يازدهم، اعتدال‌گرايي به گفتمان غالب در عرصه سياست خارجي ايران تبديل گرديد. سؤال پژوهش حاضر بر اين مبنا قرار گرفته است كه گفتمان اعتدال‌گرايي به چه معناست؟ و اين گفتمان در بهبود مناسبات ايران با شوراي همكاري خليج فارس و متعاقبا برقراري صلح و ثبات در خاورميانه و ايجاد منطقه عاري از خشونت با چه موانع و محدوديت‌هايي مواجه مي‌باشد؟ اين پژوهش با بهره‌گيري از روش توصيفي - تحليلي و با استفاده از منابع دست اول و ثانويه، گفتمان اعتدال‌گرايي را تلفيقي از آرمان‌گرايي و واقع‌گرايي تعريف مي‌كند كه توازن و تعادل بين آنها دال مركزي اين خرده گفتمان را تشكيل مي‌دهد. پژوهش حاضر همچنين با تركيب رهيافت نظري سازه‌انگاري و «مجموعۀ امنيتي منطق‌هاي» استدال مي‌كند كه در حال حاضر، تحت ژئوپلتيك جديد خاورميانه، نخبگان سياسي ايران و كشورهاي عضو شوراي همكاري خليج فارس يكديگر را به عنوان «ديگري» در نظر گرفته كه برآيند آن شكل‌گيري برداشت‌ها و ادراكات متفاوت از مقوله امنيت در منطقه مي‌باشد. چنين برداشت‌هايي منجر به «معضل امنيتي» شده و در نهايت، دولت‌هاي مذكور را به سمت اتخاذ رهيافت‌هاي متعارض جهت تأمين صلح و ثبات منطق‌هاي رهنمون ساخته است. پيامدهاي چنين رويكردي تاكنون، با توجه به بهم پيوستگي امنيت كشورهاي منطقه، تشديد تنش‌ها، رقابت‌ها، خصومت‌ها و در آخر افزايش خشونت‌ها و واگرايي بين اين كشورها بوده است.

a new paradigm in the foreign policy arena, namely the moderation discourse. The research question addresses what moderation means? And, what are the limitations of the discourse in improving relations with Persian Gulf Cooperation Council (GCC) and eventually establishing regional peace and demolishing the violence? This research, through utilizing the primary and secondary sources, argues that the moderation discourse is combination of idealism and realism, which balance and equilibrium form its nodal point. In addition, the research, through combination of theories of “constructivism” and “regional security complex” states that with regards to the new geopolitic of the Middle East, political elites of Iran and GCC view each other as “others” and therefore they enjoy different perceptions regarding regional security. This has led to security problem, and so each of the states are pursuing contradictory approaches for establishing regional peace and stability. The following outcome, with regards to interdependence of the regional security, is increasing of tensions, competitions, hostility, and eventually boosting violence and disintegration between these states.
