الگوي نظام‌مند مديريت شهري در كشور بر اساس انديشه امام خميني (ره)

Analyzing the Quality of Representing the concept of Political Legitimacy in the Discourse of Iran’s Constitutional Ulama

مديريت شهري اسلامي انگاره‌اي است مبهم، فاقد تعريفي كاربردي و غيرشفاف كه توصيفي فراگير از ابعاد آن وجود ندارد. به طوركلي چهارچوب نظري جامعي كه ماهيت و پيچيدگي مديريت شهري را به طور جامع نشان دهد، ارائه نشده است. در اين مقاله با در نظر گرفتن اهميت مديريت شهري، درصدد است كه الگوي نظام‌مند جامعي را براي مديريت شهري اسلامي بر اساس نظريات و ديدگاه‌هاي حضرت امام خميني ارائه دهد. اين پژوهش با بهره‌گيري از روش داده بنياد انجام مي‌شود. در روش داده بنياد نيز با بهره‌گيري از رويكرد استراوس و كوربين، تلاش مي‌شود الگوي نظام‌مند مديريت شهري در كشور براساس بيانات امام راحل استخراج شود. با مطالعه بيانات حضرت امام و استخراج بيش از 150 مفهوم اوليه، در كد گذاري انتخابي اين مفاهيم طبقه بندي و 23 كد محوري استخراج شد كه هركدام ذيل مقوله‌هاي الگوي نظام‌مند (شرايط علي، شرايط زمين‌هاي، راهبردها، شرايط واسط‌هاي و پيامدها) جاي گرفت و تشريح و تبيين گشت. با تحليل نظام‌مند مشخص شد كه براي تحقق مديريت شهري مطلوب در كشور بايد همه جانبه و كل نگر بود. اساس و بنياد مديريت شهري در نگاه امام عدالت و رسيدگي به محرومين و مستضعفين است. براي تحقق اين هدف ابتدا بايستي بسترها و زمينه‌هاي لازمي چون آگاهي و هوشياري مردم، انتخاب مديران اصلح شهري، مسئوليت‌پذيري مردم و مديران و... را در نظر گرفت. همچنين راهبردهاي اسلام‌گرايي، خدمت محوري، فساد ستيزي، وحدت و همدلي و... را به كار گرفت. در اين ميان بايستي از ورود منحرفين فكري و عقيدتي به مناصب مديريت شهري و فساد مسئولين و همچنين اسراف و پرداختن به كارهاي غيرضروري جلوگيري شود. پيامد و نتيجه تحقق مديريت شهري مطلوب تحقق ارزش‌هاي اسلامي، رشد و آباداني شهرها، ارتقاي وجهه بين‌المللي جمهوري اسلامي ايران مي‌شود.

Islamic urban management is an Obscure concept, lacking a functional and nontransparent definition that does not have a comprehensive description of its dimensions. In general, a comprehensive theoretical framework is not presented that illustrates the nature and complexity of urban management comprehensively. This paper with considering the importance of urban management, seeks to provide a comprehensive systematic pattern for Islamic urban management based on the Thought of Imam Khomeini (RA).This research is done by using the grounded theory method. In grounded theory with using Strauss and Corbin approach, we try to extract the systematic pattern of urban management in the country based on the speech of Imam Khomeini. By studying Imam Khomeini’s speech and extraction of more than 150 initial concepts, in the selective coding of these classification extract 23 axial codes and describes and Explained each of which follows the categories of the systematic model (causal conditions, ground conditions, strategies, intermediate conditions, and outcomes). With the systematic analysis is found that for achieving good urban management in the country should be comprehensive and holistic. In the view of Imam Khomeini justice and addressing the Poor and oppressed are the foundation of urban management. In order to achieve this goal, first of all should be considered Factors such as awareness of the people, selection Best executives, responsibility of the people and managers, etc. also we use strategies such as Islamism, service-oriented, anti-corruption, Unity and empathy, etc. an‎d it is necessary to prevent the entrance of intellectual and ideological mistakes to the positions of urban management and corruption of the authorities. Also, avoid waste and address unnecessary things. The outcome of the desired urban management is the realization of Islamic values, the growth and development of cities, the promotion of the international reputation of the Islamic Republic of Iran.
