تحليل مسئوليت دولت در تدوين سياستگذاري تأمين اجتماعي در جمهوري اسلامي ايران

Analysis of Government Responsibility in Formulating Social Security Policy in the Islamic Republic of Iran

دولت از مهمترين نهادهاي بشري است كه در مقايسه با سازمانها، نهادها يا گروههاي ديگر داراي اهداف گسترده و فراگيرتري بوده و غايت اصلي آن تأمين خير عمومي است‌. مبناي عقل دولت تأمين مصلحت عمومي است و سياستگذاري عمومي به عنوان ساحتي از اراده يا عمل دولت بايد با به كارگيري بهترين راه حل ممكن معطوف به تحقق اين مبنا باشد.تحقيق حاضر با روش توصيفي- تحليلي درصدد پاسخ به اين سؤال است كه، مسئوليت و عملكرد دولت در قبال سياستگذاري تأمين اجتماعي در جمهوري اسلامي ايران چگونه قابل تبيين و ارزيابي مي‌باشد؟ يافته‌هاي تحقيق نشان از آن دارد كه، عملكرد و مسئوليت پذيري دولت درحوزه سياستگذاري تأمين اجتماعي درجمهوري اسلامي ايران بر اساس، نگرش واكنشي و احساسي، تفسير حمايتي، عدم تطابق با حق و تكليف قانون مدارانه در زمينه برخورداري آحاد جامعه از منافع عمومي و بر مبناي رويكرد تغييرات جزئي- تدريجي (محافظ كارانه) قابل تبيين و ارزيابي مي‌باشد.

The government is one of the most important human institutions that has broader and more comprehensive goals than other organizations, institutions, or groups, and its main goal is to ensure the public good. The basis of the government's intellect is the pursuit of the public interest, and public policy as an area of government’s will or action must focus on achieving this basis by using the best possible solution. The present study tries to answer the question with a descriptive-analytical method, how can the responsibility and performance of the government towards social security policy in Iran be explained and evaluated? Findings show that the performance and responsibility of the government in the field of social security policy in the Islamic Republic of Iran based on the reactionary and emotional attitude, supportive interp­re­ta­ti­on, non-compliance with the law and the legal duty of individuals in the public interest and based on the approach Minor-gradual (protective) changes can be explained and evaluated
