ﻫﺪف ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﺗﻌﯿﯿﻦ ﺳﻄﺢ ﮐﺎراﯾﯽ ﺑﯿﻤﺎرﺳﺘﺎنﻫﺎي ﺳﺎزﻣﺎن ﺗﺄﻣﯿﻦاﺟﺘﻤﺎﻋﯽ و اﻣﮑﺎن ﻣﻘﺎﯾﺴﮥ ﮐﺎراﯾﯽ آﻧﻬﺎ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﻣﺘﻐﯿﺮﻫﺎي ﻣﺤﯿﻄﯽ و ﻣﺸﺨﺼﺎت ﻣﺪﯾﺮان )ﻧﻮع ﻓﻌﺎﻟﯿﺖ، رﺷﺘﮥ ﻓﻌﺎﻟﯿﺖ، ﺳﻄﺢ ﺗﺤﺼﯿﻼت، ﺳﻦ، ﺟﻨﺴﯿﺖ، رﺷﺘﮥ ﺗﺤﺼﯿﻠﯽ( ﻣﯽﺑﺎﺷﺪ. روش ﭘﮋوﻫﺶ، از ﺣﯿﺚ ﮐﻨﺘﺮل ﻣﺘﻐﯿﺮﻫﺎ، ﺗﻮﺻﯿﻔﯽ از ﻧﻮع ﻣﻘﺎﯾﺴﻪ اي و از ﺑُﻌﺪ روش اﺟﺮا، ﭘﯿﻤﺎﯾﺸﯽ ﺗﺤﻠﯿﻠﯽ اﺳﺖ. در اﯾﻦ ﭘﮋوﻫﺶ، ﺗﻤﺎﻣﯽ ﺑﯿﻤﺎرﺳﺘﺎنﻫﺎي ﺗﺄﻣﯿﻦاﺟﺘﻤﺎﻋﯽ ﮐﺸﻮر ﺑﺮرﺳﯽ ﺷﺪه اﻧﺪ )70 ﺑﯿﻤﺎرﺳﺘﺎن(. در ﺗﻌﺮﯾﻒ ﻣﺘﻐﯿﺮﻫﺎ ﺗﻌﺪاد ﺗﺨﺖ ﻓﻌﺎل، ﭘﺰﺷﮏ ﻣﺘﺨﺼﺺ، ﭘﺰﺷﮏ ﻋﻤﻮﻣﯽ، ﭘﯿﺮاﭘﺰﺷﮏ، ﺳﺎﯾﺮ ﭘﺰﺷﮑﺎن، ﭘﺮﺳﺘﺎر، ﺑﻬﯿﺎر و ﮐﻤﮏ ﺑﻬﯿﺎر و ﺳﺎﯾﺮ ﭘﺮﺳﻨﻞ ﺑﻪ ﻋﻨﻮان ﻣﺘﻐﯿﺮﻫﺎي ﺳﺘﺎﻧﺪه و ﺗﻌﺪاد ﭘﺬﯾﺮش ﺳﺮﭘﺎﯾﯽ، ﭘﺬﯾﺮش ﺑﺴﺘﺮي، ﻋﻤﻞ ﺟﺮاﺣﯽ، ﺗﺨﺖ-روزاﺷﻐﺎﻟﯽ، ﻣﺘﻮﺳﻂ اﻗﺎﻣﺖ ﺑﯿﻤﺎر و ﺿﺮﯾﺐ اﺷﻐﺎل ﺗﺨﺖ ﺑﻪﻋﻨﻮان ﻣﺘﻐﯿﺮﻫﺎي ﻧﻬﺎده ﻣﺸﺨﺺ ﺷﺪه اﺳﺖ. ﺟﻬﺖ اﻧﺪازهﮔﯿﺮي ﻋﻤﻠﮑﺮد ﺑﯿﻤﺎرﺳﺘﺎنﻫﺎ از ﻣﺪل ﺗﺤﻠﯿﻞ ﭘﻮﺷﺸﯽ دادهﻫﺎ )DEA( اﺳﺘﻔﺎده ﺷﺪه اﺳﺖ و ﺿﻤﻦ ﻣﺸﺨﺺﮐﺮدن ﺑﯿﻤﺎرﺳﺘﺎنﻫﺎي ﻧﺎﮐﺎرا، ﺑﺎ اﺳﺘﻔﺎده از ﻣﺪل اﻧﺪرﺳﻮن ﭘﯿﺘﺮﺳﻮن )AP( ﺑﯿﻤﺎرﺳﺘﺎنﻫﺎي ﮐﺎرا ﻧﯿﺰ رﺗﺒﻪﺑﻨﺪي ﺷﺪﻧﺪ. ﺟﻬﺖ آزﻣﻮن ﻓﺮﺿﯿﺎت ﺗﺤﻘﯿﻖ از آزﻣﻮنﻫﺎي ﻧﺎﭘﺎراﻣﺘﺮﯾﮏ )آزﻣﻮنﻫﺎي ﻣﻦ وﯾﺘﻨﯽ و ﮐﺮوﺳﮑﺎل واﻟﯿﺲ( اﺳﺘﻔﺎده ﮔﺮدﯾﺪ. ﻧﺘﺎﯾﺞ ﻧﺸﺎن ﻣﯽدﻫﺪ ﻣﯿﺎﻧﮕﯿﻦ ﮐﺎراﯾﯽ ﺑﯿﻤﺎرﺳﺘﺎنﻫﺎي ﺗﺄﻣﯿﻦاﺟﺘﻤﺎﻋﯽ در ﺳﺎل 1394 ﺑﺮاﺑﺮ ﺑﺎ 0/99 اﺳﺖ ﺑﻪ-ﻃﻮريﮐﻪ 58 ﺑﯿﻤﺎرﺳﺘﺎن ﮐﺎرا )83%( و 12 ﺑﯿﻤﺎرﺳﺘﺎن ﻧﺎﮐﺎرا )17%( ﻫﺴﺘﻨﺪ. ﻻزم اﺳﺖ ﺑﯿﻤﺎرﺳﺘﺎنﻫﺎ ﺑﺎ ﺑﻬﯿﻨﻪﺳﺎزي ﺗﻌﺪاد ﻣﺎزادﻫﺎي ﺧﻮد، ﺗﺎ ﺣﺪّ اﻣﮑﺎن از ﻣﻘﺎدﯾﺮ اوﻟﯿﮥ ﻧﻬﺎدهﻫﺎ ﮐﻢ ﮐﻨﻨﺪ ﺗﺎ ﺑﻪﮐﺎراﯾﯽ ﻣﻄﻠﻮب دﺳﺖ ﯾﺎﺑﻨﺪ.
چكيده لاتين :
The purpose of this study was to determine the level of efficiency of social care organization hospitals and to compare their efficiency with regard to the environmental variables of the hospital and the characteristics of the managers (type of activity, field of activity, level of education, age, gender, field of study). In this research, all social care hospitals in the country have been studied (70 hospitals). In the definition of variables, the number of active beds, the number of physicians, the number of general practitioners, the number of paramedical staff, the number of other doctors, the number of nurses, the number of volunteers and the number of other personnel as output variables and the number of admissions, admissions, Occupied bed, average patient accommodation and bed occupancy rate are identified as input variables. In order to measure the performance of hospitals, the DEA model was used to identify the inefficient hospitals, using Anderson-Peterson model hospitals.The results show that the average efficiency of social care hospitals in 2013 is 0.99, in which 58 hospitals (83%) and 12 inefficient hospitals (17%).In addition, in this study, the amount of inputs and outputs was determined for inefficient hospitals to reach the border.Therefore, the hospitals will optimize the number of their surpluses, even lower the initial inputs to achieve optimal performance. Other results also indicated that the environmental variables of the hospital and the characteristics of the managers (type of activity, field of activity, level of education, age, gender, field of study) did not affect performance.
