چكيده فارسي :
اين پژوهش با بهره‌گيري از بيانات رهبر فقيد انقلاب اسلامي سعي در پاسخ به اين سؤال دارد كه از ديدگاه امام خميني، بين نظريه حكمراني خوب و كارآمدي نظام سياسي چه رابطه‌ايي برقرار است؟ يافته اين تحقيق از اين قرار است كه در ديدگاه امام خميني، اولاً مشروعيت مقدم بر كارآمدي است؛ ثانياً امتزاج مؤلفه‌هاي حكمراني خوب با ديدگاه‌هاي توحيدي معنويت‌گراي انقلاب اسلامي، منبعث از انديشه امام خميني، به استقرار نوعي الگوي حكمراني مؤثر، اخلاق‌مدار و متعالي منجر مي‌شود كه علاوه بر سعادت دنيوي، سعادت آن‌جهاني را نيز تأمين مي‌كند.
از منظر امام خميني هرچند مشروعيت مقدم بر كارآمدي است، با اين حال، كارآمدي نظام سياسي، ملاكي براي اثبات كارآمدي دين در عرصه عمومي به‌ويژه حكمروايي در عرصه ملي و فراملي است. ايشان خواهان استقرار يك نظام عدالت‌خواه و عدالت‌گستر هم در عرصه نظام داخلي و هر در عرصه نظام بين‌الملل است. از همين رو رويكرد ايشان به نظام بين‌الملل رويكردي انتقادي است چراكه نظام موجود را ناعادلانه دانسته و مكرر در بيانات خويش نسبت به آن رويكردي تحول‌طلبانه تجديدنظرطلبانه اتخاذ كرده‌اند.

The failure of structural adjustment programs in the 1980s led to the design of a new theory of politics and government, one of which is the theory of good governance. This style, which emphasizes components such as transparency, corruption, efficiency, participation, accountability, the rule of law and the existence of an independent and efficient judicial system, has quickly emerged as a successful model of governance in global politics. At the same time as designing this view, we are witnessing the victory of the Islamic Revolution in Iran, a revolution that has come to the fore with the idea of a monotheistic wisdom and justice. It seems that this synchronization has many reciprocal effects on the idea of good governance, and the pattern of government emerging from the Islamic Revolution has also added other components of the elements involved in good governance. Imam Khomeini's monotheistic attitude and ontology as a leader and founder of the Islamic Revolution has had a great influence on the reading of a republican Islamic republic from a good government perspective.
This research used the descriptive analytical method and also used the statements of the late leader of the Islamic Revolution to answer this question; According to Imam Khomeini's views, what is the idea of good governance and what influence does it have on the effectiveness of the political system? It seems that good governance in the eyes of Imam Khomeini is a model of governance that provides both the happiness of the people of the world and their bliss in the future. Hence, good governance is an attempt to establish an efficient, participatory, accountable, and fair-minded system.
