بررسي تأثير توسعه سياسي بر حكمراني خوب بر مبناي بيانيه گام دوم انقلاب اسلامي

Investigating the Impact of Political Development on Good Governance Based on the Statement of the Second Step of the Islamic Revolution

«توسعه سياسي» را افزايش ظرفيت و كارآيي نظام سياسي در حل و فصل تضادهاي منافع فردي و جمعي دانسته­ اند. در سال هاي اخير ايده «حكمراني خوب» براي تبيين رابطه جامعه مدني، دولت و بخش خصوصي ارائه شده است كه هدف آن افزايش اثربخشي و كارآمدي نظام سياسي است. حضرت آيت الله خامنه اي در پايان چهل سالگي انقلاب اسلامي، سند راهبردي «بيانيه گام دوم» را در جهت اعتلاي كشور و رفع دغدغه هاي ملت از طريق افزايش اثربخشي و كارآيي نظام سياسي در پيوند با آحاد جامعه صادر نمودند كه به عنوان اسناد بالادستي پيوند عميقي با ايده هاي توسعه سياسي و حكمراني خوب دارد. هدف مقاله حاضر، بررسي تأثير توسعه سياسي بر حكمراني خوب است. در اين رابطه چنين فرض مي شود كه «هر اندازه شاخص هاي توسعه سياسي در كشور افزايش يابند به همان ميزان اهداف حكمراني خوب در جامعه تحقق مي يابند». روش پژوهش آميخته، تكنيك مورد استفاده پيمايشي و مطالعات اسنادي است. نتايج پژوهش فرضيه ها را تأييد نمودند.

Political development" is considered to increase the capacity and efficiency of the political system in resolving conflicts between individual and collective in­t­e­rests. In recent years, the idea of "good governance" has been proposed to explain the relationship between civil society,government and the private sector,which a­i­m­s to increase the effectiveness and efficiency of the political system. At the end of the fortieth anniversary of the Islamic Revolution, Ayatollah Khamenei issued the strategic document "Declaration of the Second Step" in order to e­l­e­­vate the country and address the concerns of the nation by increasing the effectiveness and efficiency of the political system in relation to individuals. The title of the upstream documents is deeply connected to the ideas of po­li­ti­c­al development and good governance. The purpose of this article is to examine the impact of political development on good governance. In this regard, it is assumed that "the more the indicators of political development in the country increase, the more the goals of good governance in society will be achieved." The research method is mixed, the technique used is survey and documentary studies. The results confirmed the hypotheses.
