طراحي ساختار علّي و تحليل عوامل مؤثر بر حكمراني خوب در سازمان بنادر و دريانوردي با استفاده از نگاشت شناختي فازي

Designing the causal structure and analyzing the factors affecting good governance in the Ports and Maritime Organization using Fuzzy Cognitive Map

بنادر همواره نقش راهبردي در توسعه تجارت داخلي و بين‌المللي يك كشور ايفاء مي‌نمايند، خواه اين كشور در حال توسعه باشد يا توسعه يافته. بنادر به عنوان پايگاه تجارت دريايي در طول چند دهه اخير تغييرات زيادي داشته‌اند اما متناسب با اين تغييرات، سازمان بنادر و دريانوردي نيز به عنوان متولي اصلي سياست‌گذاري در حوزه بندري و دريانوردي بايد خود را به سرعت تطبيق دهد و اين تطبيق و روند تغييرات و نسل‌هاي بنادر در كشور مي بايست به سمت و سوي حكمراني خوب در اداره امور بنادر منتج شود. روند تكاملي حكمراني بنادر نشان مي‌دهدكه نمي‌توان يك نسخه واحد را براي اصلاحات حكمراني در كل بنادر دنيا به كار برد، لذا در اين پژوهش سعي بر آن است تا عوامل موثر بر حكمراني خوب را در سطح سازماني مورد بررسي قرار دهد. پژوهش حاضر از نظر هدف كاربردي و براساس ماهيت و روش، يك پژوهش توصيفي- پيمايشي است. در اين مطالعه، ابتدا به شناسايي عوامل مؤثر بر حكمراني خوب با بررسي مطالعات ادبيات گذشته به صورت فراتركيب مبادرت و سپس به پالايش مولفه‌ها با نظرسنجي از خبرگان با به كارگيري روش دلفي فازي پرداخته و نهايتاً براي نشان دادن استدلال عليّ بين مولفه ها از تكنيك نگاشت شناختي فازي استفاده مي گردد. يافته‌هاي پژوهش حاكي از آن است كه مولفه‌هاي تساوي حقوق و برابري، پاسخگويي و حساب پس‌دهي و نتيجه گرايي‌به ترتيب بيشترين درجه مركزيت را دارا بوده و اين نمايانگر اهميت مولفه‌هاي فوق در ميان ساير مولفه-هاي حكمراني خوب در سازمان بنادر و دريانوردي است.

Ports always play a strategic role in the development of a country's domestic and international trade, whether it is developing or developed. Ports as a base of maritime trade have changed a lot in recent decades, but in line with these changes, the Ports and Maritime Organization, as the main custodian of port and maritime policy, must adapt quickly, and this adaptation and the process of change in the next generations of ports of the country should lead to good governance in the management of port affairs.The evolutionary process of port governance shows that a single version can not be used for governance reforms in all ports of the world, so in this study we try to examine the factors affecting good governance at the organizational level. The present study is a descriptive-survey research in terms of applied purpose and based on its nature and method. In this study, we first identify the factors affecting good governance by examining past literature studies in a hybrid manner and then examine the components by surveying experts using the Fuzzy Delphi method and finally to show the causal reasoning between the components of the technique. Fuzzy Cognitive Mapping is used. Findings indicate that the components of Equal rights and Equity, Responsiveness & Accountability, Defining Outcomes have the highest degree of centrality, respectively, and this indicates the importance of the above components compared to other components of good governance in the Ports and Maritime Organization.
