يكي از مهمترين نگراني كشورها چه در عرصه داخلي و چه در عرصه نظام بين ­الملل بحث « امنيت» مي ­باشد. اين باعث گرديده است كه دولت­ها به تبع نيازهاي داخلي شرايط جغرافيايي و ژئوپليتيك و نيز تحت تاثير ساختار و عملكرد نظام بين ­المللي جهت­ گيري ­ها و استراتژي ­هاي خاصي را به منظور حفظ امنيت و تحقق هدف­ها و منافع ملي خويش برگزينند. از جمله اين استراتژي­ها ، استراتژي اتحاد و ائتلاف مي­ باشد. كه نمونه بارز آن، پيمان« ناتو» است. با اين سوال كه آيا ناتو مي­تواند نقش خود را در تحولات مهم بين ­المللي به خوبي ايفا نمايد؟ معمولا دخالت­هاي بي مورد ناتو در جنوب شرق آسيا و قفقاز و ادعاهاي خود در خصوص داشتن سلاح­هاي شيميايي كذب و بي اساس بوده و سعي در سيطره­ي و نفوذ خود در خاورميانه را دارد.
