شناسايي و تبيين ابعاد خدمات عمومي نوين در چرخه خط مشي گذاري شهرداري تهران با رويكرد استتناج عصبي - فازي

Identifying and explaining the dimensions of modern public services in the policy-making cycle of Tehran Municipality with a neural-fuzzy inference approach

از عوامل مهم در موفقيت سازمان هاي بخش دولتي مشاركت داوطلبانه و شهروند محوري است كه مورد تاكيد پارادايم خدمات عمومي نوين مي باشد. هدف پژوهش حاضر معرفي پارادايم خدمات عمومي نوين و تاكيد بر نقش حياتي ابعاد خدمات عمومي نوين به عنوان زمينه سازان مشاركت شهروندي در چرخه خط مشي گذاري شهرداري تهران مي باشد و ارائه الگويي متشكل از ماتريسي مشمول بر ابعاد خدمات عمومي نوين در محورX و مراحل چرخه خط مشي گذاري در محور Y با هدف تعيين اهميت و اولويت انواع مشاركت شهروندي در تلاقي دو محور ماتريس است. در اين راستا، مدل سازي فازي بر اساس روش نمونه گيري هدفمند توسط 10 خبره مبتني بر مصاحبه ساختار يافته و تحليل آن با رويكرد سيستم استنتاج عصبي - فازي توسط نرم افزار Matlab صورت پذيرفت. نتايج تحليل ما نشان مي دهد كه مشاركت از نوع ارتباط يك سويه و ديالوگ و بحث عميق در شش مرحله، مشاركت از نوع مشاوره اجتماعي در پنج مرحله و مشاركت از نوع شراكت كاري در سه مرحله چرخه خط مشي گذاري موثر مي باشد.

One of the important factors in the success of public sector organizations is voluntary and citizen-centered participation, which is emphasized in the new public service paradigm. The aim of this study is to introduce the new public service paradigm and emphasize the vital role of modern public service dimensions as the basis of citizen participation in the policy-making cycle of Tehran Municipality and to provide a model consisting of a matrix including modern public service dimensions in the X axis and line cycle stages. The Y-axis policy aims to determine the importance and priority of different types of citizen participation in the intersection of the two axes of the matrix. In this regard, fuzzy modeling based on purposive sampling method was structured by 10 experts based on interviews and its analysis was performed with the approach of neural-fuzzy inference system by Matlab software. The results of our analysis show that participation in the form of one-way communication and dialogue and in-depth discussion in six stages, participation in the form of social counseling in five stages and participation in the type of work partnership in three stages of the policy cycle are effective.
