Pishkar in the administrative structure of Qajar Azerbaijan

منصب پيشكاري يا پيشكار با ريشه­‌اي ديرينه در نظام ديوانسالاري ايران در دورة قاجار احيا شد و در ساختار اداري ايرانِ عصر قاجار، دست­ كم در دوره­ هايي خاص، جايگاه مهم و تأثيرگذاري يافت. مي ­دانيم كه قاجارها دستگاه ديوان سالاري گسترده­اي شكل دادند و در كنار احياي مناصب و مشاغل اداري كهن، گاه بنا به­ ضرورت مناصب جديدي نيز ايجاد كردند. به ­تبع ساختار دستگاه ديواني مركزي در تهران، در ايالت­ها و ولايات مختلف هم دستگاه­ هاي اداري و ديواني بزرگ و كوچك شكل گرفت. مهم­ترين و گسترده ­ترين تشكيلات اداري و ديواني، بعد از تهران، در دارالسلطنة تبريز به ظهور رسيد. يكي از مناصب درجة اول كه گاه وظايف و اختيارات او با حوزة مسئوليت­‌هاي وليعهد و مناصب ديگر در دستگاه ديواني تبريزِ عصر قاجار تلاقي مي­كرد، منصب پيشكاري بود. دارندگان اين مقام و منصب از چهره­ ها و شخصيت‌­هاي سياسي و نظامي درجة اول قاجاري به شمار مي­ رفتند. اين مقاله، با تأكيد بر منابع دست اول و با روش توصيفي ـ تبييني، ضمن تبارشناسي و رديابي تاريخي منصب پيشكار به موقعيت و دگرگوني اين منصب مهم و قلمروي وظايف اداري آن در ساختار ديواني آذربايجان دورة قاجار پرداخته است.

The pishkari or pishkar post found its roots in the early Iranian bureaucracy. It was revived in the Qajar era and acquired, at least in certain periods, an important and efficient position in the Iranian administrative structure. We know that the Qajar organized a vast bureaucracy as well as reviving inveterate administrative posts and jobs. an‎d as necessary, they also created new jobs. Due to the structure of the central bureaucracy system in Tehran, it was formed large and small administrative offices in different states and provinces.After Tehran, the most important and most extensive administrative and bureaucratic organizations among the states and provinces of the Qajar era, emerged in Darolsaltaneh of Tabriz. The pishkari was one of the premier positions of the Qajar bureaucracy in Tabriz that sometimes confronted the Crown Prince’s authority and other posts. The officiates of this post have been regarded as Qajar’s political and military authority figures. This article, in addition to the genealogical and historical tracing studies of the pishkari post at the bureaucratic system of Azerbaijan during the Qajar period; with the help of reliable sources, based on the descriptive-explanatory theory, has a look at the state and alterations of this important post and the administrative duties of it.
