چكيده فارسي :
ﻫﺪف از اﻧﺠﺎم ﺗﺤﻘﯿﻖ ﺣﺎﺿﺮ ﺷﻨﺎﺳﺎﯾﯽ ﻋﻮاﻣﻞ ﻣﻮﺛﺮ ﺑﺮ ﺳﯿﺎﺳﺖ ﮔﺬاري ﺑﺎز ورزش ﻫﻤﮕﺎﻧﯽ اﯾﺮان ﺑﺎ اﺳﺘﻔﺎده از AHP ﺑﻮد. ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﺑﻪ روش ﺗﺤﻘﯿﻖ ﺗﻮﺻﯿﻔﯽ و از ﻟﺤﺎظ ﻫﺪف ﮐﺎرﺑﺮدي ﺑﻮد. ﺟﺎﻣﻌﻪ آﻣﺎري ﻣﺘﺸﮑﻞ از ﻣﺪﯾﺮان ﺳﻄﺢ ﺳﺘﺎدي وزارت ورزش و ﺟﻮاﻧﺎن، ﻓﺪراﺳﯿﻮن ورزشﻫﺎي ﻫﻤﮕﺎﻧﯽ و اﻋﻀﺎ ﻫﯿﺎت ﻋﻠﻤﯽ آﺷﻨﺎ ﺑﻪ ادﺑﯿﺎت ﺗﺤﻘﯿﻖ ﺑﻮد. در ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﻧﻈﺮات 15ﻧﻔﺮ از اﻓﺮاد ﺧﺒﺮه در ﻃﯽ ﻣﺼﺎﺣﺒﻪ ﻧﯿﻤﻪ ﺳﺎﺧﺘﺎر ﯾﺎﻓﺘﻪ ﺑﻪ روش ﻫﺪﻓﻤﻨﺪ ﺗﺎ رﺳﯿﺪن ﺑﻪ ﺣﺪ اﺷﺒﺎع ﻧﻈﺮي ﺟﻤﻊ آوري ﮔﺮدﯾﺪ. از روش ﻓﺮاﯾﻨﺪ ﺗﺤﻠﯿﻞ ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﯽ ﺑﻪ ﻣﻨﻈﻮر ﺷﻨﺎﺳﺎﯾﯽ ﻣﺆﻟﻔﻪ ﻫﺎ اﺳﺘﻔﺎده ﺷﺪ. اﺑﺰار ﺟﻤﻊ آوري دادهﻫﺎ ﻣﺼﺎﺣﺒﻪ و ﭘﺮﺳﺸﻨﺎﻣﻪ ﺑﻮد. ﻋﻮاﻣﻞ ﺷﺒﮑﻪ ﺳﺎزي، ﻓﻨﺎوري و رﺳﺎﻧﻪﻫﺎي اﺟﺘﻤﺎﻋﯽ، ﻫﻤﮑﺎري ﺑﯿﻦ ﺑﺨﺸﯽ، ﻗﺎﻧﻮﻧﮕﺬاري و ﺳﯿﺎﺳﺘﮕﺬاري، ﻣﺸﺎرﮐﺖ ﻫﻤﮕﺎﻧﯽ، اﻗﺘﺼﺎد رﻓﺘﺎري، ﺗﻮاﻧﻤﻨﺪﺳﺎزي و اﺻﻼح ﺳﺎﺧﺘﺎر ورزش ﻫﻤﮕﺎﻧﯽ ﺑﻪ ﻋﻨﻮان ﻋﻮاﻣﻞ ﻣﻮﺛﺮ ﺑﺮ ﺳﯿﺎﺳﺖ ﮔﺬاري ﺑﺎز ورزش ﻫﻤﮕﺎﻧﯽ اﯾﺮان ﺷﻨﺎﺳﺎﯾﯽ ﺷﺪ. ﻧﺘﺎﯾﺞ ﻓﺮاﯾﻨﺪ ﺗﺤﻠﯿﻞ ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﯽ ﻧﺸﺎن داد ﮐﻪ ﺑﻪ ﺗﺮﺗﯿﺐ ﻋﻮاﻣﻞ ﺷﺒﮑﻪ ﺳﺎزي )0/312(، ﻫﻤﮑﺎري ﺑﯿﻦ ﺑﺨﺸﯽ )0/292(، ﻣﺸﺎرﮐﺖ ﻫﻤﮕﺎﻧﯽ )0/256(، ﻗﺎﻧﻮﻧﮕﺬاري و ﺳﯿﺎﺳﺘﮕﺬاري )0/212(، اﺻﻼح ﺳﺎﺧﺘﺎر ورزش ﻫﻤﮕﺎﻧﯽ )0/182(، ﻓﻨﺎوري و رﺳﺎﻧﻪﻫﺎي اﺟﺘﻤﺎﻋﯽ )0/179(، ﺗﻮاﻧﻤﻨﺪﺳﺎزي )0/153( و اﻗﺘﺼﺎد رﻓﺘﺎري )0/113( اوﻟﻮﯾﺖ ﺑﻨﺪي ﺷﺪهاﻧﺪ. ﻧﺘﺎﯾﺞ ﻧﺸﺎن داد ﮐﻪ ﻫﺸﺖ ﻋﺎﻣﻞ ﺷﺒﮑﻪ ﺳﺎزي، ﻓﻨﺎوري و رﺳﺎﻧﻪ ﻫﺎي اﺟﺘﻤﺎﻋﯽ، ﻫﻤﮑﺎري ﺑﯿﻦ ﺑﺨﺸﯽ، ﻗﺎﻧﻮﻧﮕﺬاري و ﺳﯿﺎﺳﺘﮕﺬاري، ﻣﺸﺎرﮐﺖ ﻫﻤﮕﺎﻧﯽ، اﻗﺘﺼﺎد رﻓﺘﺎري، ﺗﻮاﻧﻤﻨﺪﺳﺎزي و اﺻﻼح ﺳﺎﺧﺘﺎر ﺑﺮ ﺳﯿﺎﺳﺖ ﮔﺬاري ﺑﺎز ورزش ﻫﻤﮕﺎﻧﯽ اﯾﺮان ﺗﺎﺛﯿﺮ دارد.
چكيده لاتين :
The purpose of this study was to identify the factors affecting the open policy of public sports in Iran using AHP. The present study was a descriptive research in terms of applied purpose. The statistical population consisted of staff managers of the Ministry of Sports and Youth, the Federation of Public Sports and faculty members familiar with the research literature. In the present study, the opinions of 15 experts were collected during a semi-structured interview in a purposeful manner until the theoretical saturation was reached. The method of hierarchical analysis was used to identify the components. Data collection tools were interviews and questionnaires. Factors of networking, technology and social media, cross-sectoral cooperation, legislation and policymaking, public participation, behavioral economics, empowerment and reform of the structure of public sports were identified as effective factors on open public sports policy in Iran. The results of the hierarchical analysis process showed that the factors of networking order (0.312), cross-sectoral cooperation (0.292), public participation (0.256), legislation and policymaking (0.212), reforming the structure of public sports, respectively. (0.182), technology and social media (0.179), empowerment (0.153) and behavioral economics (0.113) have been prioritized. The results showed that the eight factors of networking, technology and social media, cross-sectoral cooperation, legislation and policy, public participation, behavioral economics, empowerment, and structural reform affect the open policy of public sports in Iran.
