نقش و تاثير رفتارهاي حمايتگرانه در پيشبرد و اثر بخشي ديپلماسي عمومي جمهوري اسلامي ايران (مطالعه موردي لبنان)

The Role and Effect of Supportive Behaviors in Promoting and Effectiveing Public Diplomacy of the Islamic Republic of Iran (Case Study of Lebanon)

از زمان شكل گيري دولت- ملتها در عرصه بين المللي تا اوايل قرن بيستم، ارتباطات ميان دولت- ملتها عمدتا به شيوه هاي رسمي و ديپلماتيك انجام مي شد. اما مطرح شدن مولفه هاي جديدي مانند انقلاب -ارتباطات، فعال شدن بازيگران غيردولتي و... باعث شد تا كشورها براي تحقق منافع ملي خود استراتژي هاي جديدي را در كنار ديپلماسي رسمي خود تعريف و بكار گيرند. ديپلماسي عمومي از كارآمدترين اين استراتژي ها مي باشد. ايران با برخورداري از فرهنگ و تمدن غني اسلامي - ايراني، داراي موقعيت و توان فراواني براي بهره مندي از ديپلماسي عمومي مي باشد، كه پيروزي انقلاب اسلامي در اين كشور، اين امر را تا اندازه اي محقق كرده است. جمهوري اسلامي ايران در صدد است، ديپلماسي عمومي خود را در كشورهاي مشابه به لحاظ فرهنگي و تاريخي فعال نمايد. لبنان با دارا بودن اين شرايط و مولفه ها نمونه اي مناسب براي اين مدل مي باشد. در اين مقاله تلاش مي شود تا با تبيين مفهوم رفتارهاي حمايتگرانه، تاثير و نقش آنها در پيشبرد ديپلماسي عمومي جمهوري اسلامي ايران در لبنان مورد بررسي قرار گيرد.

From the formation of nation-states in the international arena until the early twentieth century, relations between nation-states were largely formal and diplomatic. However, the introduction of new components such as revolution-communication, activation of non-governmental actors, etc. caused countries to define and use new strategies in addition to their formal diplomacy to achieve their national interests. Public diplomacy is one of the most effective of these strategies. Iran, with its rich Islamic-Iranian culture and civilization, has a great opportunity and power to benefit from public diplomacy, which the victory of the Islamic Revolution in this country has achieved to some extent. The Islamic Republic of Iran intends to activate its public diplomacy in similar countries culturally and historically. Lebanon with these conditions and components is a good example for this model. This article tries to explain the concept of supportive behaviors, their impact and role in promoting public diplomacy of the Islamic Republic of Iran in Lebanon
