The Analysis of the Dilemma of the Independence of the Iraqi Kurdistan Region

در خاورميانه معاصر مسيله كردها به‌عنوان بزرگ‌ترين قوم بدون دولت دايما پتانسيل به چالش كشيدن امنيت منطقه را داشته است. اين نوشتار سعي دارد كه از منظر رهيافت سازه انگاري و با تكيه ‌بر عناصر مادي و معنايي به بررسي ابعاد موضوع بپردازد. سوالي كه در اين پژوهش فرا روي محقق قرار گرفته اين است كه نسبت امكانات و محدوديت‌هاي جدايي‌طلبي اقليم كردستان عراق چگونه است و وزن كدام‌ يك در ادامه اين مسير هويت طلبي بيشتر است؟ فرض نگارنده در اين پژوهش اين است كه افزايش و گسترش مطالبات قومي در ارتباط با مسيله كردي در عراق هم‌خواني جدي با مختصات ژيوپليتيكي و امنيتي هم عراق و هم بازيگران درگير منطقه ندارد و همچنين با حمايت جدي و واقعي بازيگران فرامنطقه اي نيز همراه نبوده است. در پايان با بررسي سناريوهاي محتمل در ارتباط با مسيله استقلال‌ طلبي كردهاي عراق اين نتيجه حاصل شده است كه بحران كردي در آينده نيز ادامه پيدا خواهد كرد و راهكار مشخص و غير امنيتي براي حل آن از سوي بازيگران درگير پي‌ريزي نشده است.

In the contemporary Middle East, the Kurdish problem, as the largest stateless people, has consistently had the potential to challenge regional security. This article tries to examine the dimensions of the subject from the perspective of a constructivist approach and relying on material and semantic elements. The question that the researcher faces in this research is what is the ratio of the possibilities and limitations of the separatism of the Iraqi Kurdistan region and which one weighs more in the continuation of this path of identity seeking? The author assumes in this study that the increase and expansion of ethnic demands related to the Kurdish issue in Iraq is not in line with the geopolitical and security coordinates of both Iraq and the actors involved in the region, nor was it accompanied by serious and genuine support from trans-regional actors. Finally, by examining the possible scenarios related to the issue of Iraqi Kurdish independence, it has been concluded that the Kurdish crisis will continue in the future, and no clear and insecure solution has been found by the actors involved.
