چكيده فارسي :
نظام اداره كشور بستر اجراي قدرت سياسي است كه از رهگذر آن نحوه تقسيم و توزيع قدرت در پهنه كشور و در بين دستگاه‌ها و سازمان‌ها به جريان مي‌افتد. از آن‌جايي كه مديريت و تخصيص منابع در هر كشوري از طريق نظام اداري صورت مي‌گيرد، كاركرد نظام اداري سهم قابل توجهي در توليد؛ بازتوليد و محافظت از بنيان‌هاي قدرت ملي كشورها دارد. شاخص‌هاي كارايي نظام اداره كشور در بستر قوانين، دستورالعمل‌ها و بخشنامه‌ها مورد شناسايي قرار گرفته و در قالب مجموعه‌هاي قوانين و مقررات در دستور كار مجريان است. شاخص‌هاي مرتبط با برنامه ريزي تهيه و تدوين بودجه، تخصيص اعتبار با توجه به منابع موجود در كشور چنانچه منطبق با الگوي حكمراني خوب تهيه شده باشد مي‌تواند در مسير پايداري توسعه قرار گيرد و ابعاد طبيعي و انساني بنيان‌هاي توليد قدرت ملي را تقويت كند. اين رويكرد حكمراني خوب روايت‌گر توسعه انسان محور است و ارايه خدمات عمومي كارآمد، نظام قضايي قابل اعتماد و نظام اداري پاسخگو را به عنوان اركان اصلي اداره كشور در نظر مي‌گيرد. از ديگر سو بخش اعظم شاخص‌هاي قدرت ملي مرتبط بر كاركرد ساختارها و نهادهاي اداره كشور و فرآيندهاي موجود در آن‌ها است. اين مقاله با روش توصيفي- تحليلي به دنبال پاسخ دادن به اين سوال است كه سازوكارهاي نظام اداره كشور در بستر حكمراني خوب چگونه در تحول بنيان‌هاي قدرت ملي موثر است؟
چكيده لاتين :
The system of governing the country is the bedrock of the exercise of
political power through which the distribution of power in the country
and among the organs and organizations takes place. Since the
management and allocation of resources in each country is done
through the administration system, its function has a significant share
in production, reproduction and protection of the foundations of
national power. The indicators of the efficiency of the country's
administration system are identified in the context of the rules,
instructions and directives and are on the agenda of the executers in
the form of sets of rules and regulations. If the indicators related to
planning, preparation and formulation of budget allocation are
prepared in accordance with the pattern of good governance, the
country can be on the path of sustainable development and the natural
and human dimensions of national power generation intermediaries
are strengthened. With this approach, good governance narrates
human-centered development and considers the provision of efficient
public services, a reliable judicial system and an accountable
administration system as the main pillars of the governance. From the
other hand, most of the indicators of national power are related to the
functioning of the structures and institutions of the country and the
existed processes. With a descriptive-analytic method, this article
seeks an answer to the question that “how the mechanisms of the
country's administration system in the context of good governance are
effective in changing the foundations of national power?”.
