تحليل عوامل مؤثر در مشاركت روستائيان در تهيه و اجراي طرح هادي با تأكيد بر سرمايه اجتماعي (مطالعه موردي: استان زنجان)

Investigating the Factors Affecting the Rural Participation in Preparing and Implementing the Guiding Plan with Emphasis on Social Capital,Case Study: Zanjan Province

مقدمه: مشاركت مردمي به‌عنوان حلقه مفقوده برنامه‌هاي توسعه روستايي موردنظر محققان بوده و توجه ويژه‌اي به ارتقاي كمي و كيفي سطح مشاركت فعال مردم شده است. طرح هادي در نواحي روستايي باانگيزه‌هاي اقتصادي، كالبدي، اجتماعي و فرهنگي اجراشده است و با توجه به اثرگذاري بالاي اين طرح بر زندگي روستاييان، ارزيابي عوامل مؤثر در مشاركت روستائيان در تهيه و اجراي آن ضرورت دارد. هدف: در همين راستا در تحقيق حاضر به شناسايي عوامل مؤثر در مشاركت مردم در تهيه و اجراي طرح هادي پرداخته مي‌شود. روش‌شناسي تحقيق: تحقيق حاضر از نظر نوع كاربردي و از نظر ماهيت توصيفي- تحليلي مي باشد. جهت گردآوري اطلاعات از روش‌هاي كتابخانه‌اي و ميداني (پرسشنامه) و براي تحليل اطلاعات از تحليل عاملي اكتشافي استفاده‌شده است. جامعه اماري تحقيق حاضر شامل روستاهاي روستاهاي چير، گلابرسفلي، چسب و سارمساقلو استان زنجان مي‌باشند كه بر مبناي نظرات بنياد مسكن استان زنجان به عنوان جامعه آماري انتخاب شدند. قلمرو جغرافيايي پژوهش: روستاهاي روستاهاي چير، گلابرسفلي، چسب و سارمساقلو استان زنجان مي‌باشند. يافته‌ها و بحث: يافته‌هاي تحقيق نشان مي‌دهد، عامل اثرات اقتصادي طرح مهم‌ترين عامل مؤثر در مشاركت روستائيان است. مقدار ويژه اين عامل 17/654 مي‌باشد كه به‌تنهايي قادر است 34/321 درصد واريانس را محاسبه و توضيح دهد. در اين عامل 8 متغير بارگذاري شده است. نتايج: از ميان 8 متغير موردبررسي در اين عامل متغير افزايش واحدهاي كارگاهي و صنعتي كوچك درون روستا با بار عاملي 0/844، متغير ميزان گسترش مراكز خدماتي تجاري در درون روستا با بار عاملي 0/803 و متغير عدم ميزان اشتغال غير كشاورزي در واحدهاي درون روستا با بار عاملي 0/733 به‌عنوان مهم‌ترين عوامل مؤثر در مشاركت روستائيان در تهيه و اجراي طرح هادي شناخته شد.

Public participation as a missing link in rural development programs has been the focus of researchers and special attention has been paid to promoting the level of active public participation. The guiding plan has been implemented in rural areas with economic, physical, social and cultural incentives and due to its high impact on rural life, it is necessary to evaluate the effective factors of rural participation in its preparation and implementation. In this regard, the present study identifies the effective factors in people's participation in the preparation and implementation of the guiding plan. The statistical population of the present study consists of the villages of Chiar, gholabarsofla, Chesb and Sarmasaghlu selected based on the experts’ view of Zanjan Housing Foundation. Library and field methods (questionnaire) were used for data collection and exploratory factor analysis was used for data analysis. Research findings show that the economic impact of the project is the most important factor affecting the participation of the villagers. The specific value of this factor is 17.654 which alone can calculate and explain 34.321% of the variance. This variable has 8 variables loaded. Among the 8 variables studied in this factor, increase in small workshop and industrial units with a factor of 0.844, variable rate of expansion of in-village commercial service centers with a factor of 0.803, and non-agricultural non-employment in factor with a factor of 0.844. 0.733 was identified as the most important factor affecting the rural participation in the preparation and implementation of the guiding plan
