چكيده فارسي :
زمينه و هدف: برخورد پليس راهور با مردم مي‌تواند به عنوان عاملي مؤثر در هماهنگي و همبستگي اجتماعي و به تبع آن گسترش نظم و امنيت در حوزه رفتارهاي ترافيكي بسيار تأثيرگذار باشد. برخورد حكيمانه برخوردي توأم با حفظ حرمت، تعامل دو سويه، با صبر و شكيبايي و هوشمندانه و متعهدانه است كه مي‌تواند مشاركت شهروندان را در تأمين امنيت اجتماعي ارتقا دهد. تعامل سازنده و متقابل پليس راهور و مردم نه تنها نظارت پليس را راحت تر مي‌كند، بلكه از يك جامعه توسعه‌يافته با حاكميت قواعد و مقررات دروني شده توسط مردم، نشان دارد. اين مطالعه با هدف تبيين نحوه برخورد حكيمانه پليس راهور با مردم در جامعه اسلامي و با رويكرد پديدار شناسي، انجام شده است.
روش: در اين پژوهش از روش پديدارشناسي استفاده شد. جامعه آماري اين مطالعه، شهروندان كرمانشاهي بودند كه تعداد30 نفر به روش نمونه‌گيري هدفمند انتخاب و با استفاده از ابزار مصاحبه نيمه ساختاريافته و مشاهده گردآوري شد.
يافته‌ها: يافته‌ها نشان مي‌دهد كه در مرحله كدگذاري باز، 26 مفهوم از پاسخ‌هاي افراد استخراج شد. با توجه به اينكه لازم شد كدگذاري محوري انجام پذيرد، اين 26 واحد معنايي در سه مقوله محوري به نام بعد معرفتي، بعد عاطفي و بعد عملكردي تقليل داده شد. لازم به ذكر است كه در بعدي ديگر ماتريس رفتار حكيمانه پليس راهور مبتني بر دو مقوله اثباتي و سلبي دسته‌بندي شد.
نتيجه‌گيري: بسياري از رفتارهاي حكيمانه پليس راهور در حوزه اثباتي و در حيطه سلبي قرار دارد.
چكيده لاتين :
Background and Aim: Rahoor police treatment of people can be very effective as an effective factor in social coordination and solidarity and, consequently, the development of order and security in the field of traffic behaviors. Wise approach is a respectful approach, two-way interaction, patience, intelligence and commitment that can enhance citizen participation in ensuring social security. The constructive and reciprocal interaction between the police and the people not only facilitates police surveillance; rather, it represents a developed society governed by rules and regulations internalized by the people. This study aims to explain how the Rahvar police deal wisely with people in the Islamic society and with a phenomenological approach.Method: In this research, phenomenological method was used. The statistical population of this study was the citizens of Kermanshah. Thirty people were
selected by purposive sampling method and collected using semi-structured interview and observation tools.
Findings: The findings show that in the open coding stage, 26 concepts were extracted from the responses of individuals. Due to the need for axial coding, these 26 semantic units were reduced to three central categories called epistemological dimension, emotional dimension and functional dimension. It should be noted that in the next dimension, the matrix of wise behavior of Rahvar police was classified based on two categories of positive and negative.
Conclusion: Many of the wise behaviors of Rahvar police are in the positive and negative spheres.
