برآورد ارزش اقتصادي كالاهاي بازاري در اكوسيستم ساحلي تالاب انزلي

An Estimation of the Economic Value of Market Goods in Anzali Wetland

كمي‌سازي ارزش پولي كالاها و خدمات اكوسيستمي ارائه شده توسط تالاب‌هاي ساحلي مي‌تواند به سياست‌گذاران در ارزيابي هزينه منفعت‌ها و هم افزايي‌هاي ذاتي در مديريت مبتني بر اكوسيستم محيط‌هاي ساحلي و در نتيجه افزايش بهره‌وري اجتماعي فرايندهاي تصميم‌گيري كمك نمايد. ارزش‌گذاري كالاها و خدمات اكوسيستمي تالاب انزلي، به عنوان يك ابزار مي‌تواند منجر به جلوگيري از زوال و تخريب بيشتر آن از طريق رفع تهديدها و ترغيب به بازگرداندن به حالت اوليه و احيا، به نحوي كه كاركرد آن حفظ شود گردد و به عبارتي منجر به احياي سريعتر اين تالاب مشمول فهرست قرمز كنوانسيون رامسر گردد. در اين تحقيق به منظور ارزيابي كالاهاي بازاري تالاب انزلي از روش قيمت بازار استفاده شد. مجموع ارزش‌هاي اقتصادي مربوط به كالاهاي بازاري در محدوده مطالعاتي در سال1392، 12781865 ميليون ريال تخمين زده شده است و ارزش تنزيل يافته آن طي دوره 30 ساله با نرخ تورم 20 درصد، 3034111931 ميليون ريال برآورد گرديد. همچنين سهم مجموع ارزش‌هاي بازاري از توليد ناخالص منطقه‌اي استان گيلان 8 درصد برآورد شده است. با توجه به روند فعلي از دست رفتن تالاب‌ها و پيامدهاي احتمالي اكولوژيكي، اجتماعي و اقتصادي آن، اين واقعيت بيشتر نمايان مي‌گردد كه ارزش تالاب‌ها بايستي به خوبي درك شده و در تصميم‌گيري‌ها مدنظر قرار گيرند. بديهي است استناد به مقادير كمي و ريالي در بيان ارزش هر منبع، ابزاري كارا و مؤثر در جهت توجيه اهداف توسعه پايدار و حفاظت از محيط زيست خواهد بود.

Quantifying the monetary value of ecosystem goods and services provided by coastal wetlands can help policymakers in assessing the cost-benefits and synergies inherent in the ecosystem-based management of coastal environments and thus increase the social efficiency of decision-making processes. As a tool, valuing the ecosystem goods and services of Anzali wetland can prevent its deterioration and destruction by eliminating threats and encouraging its restoration, such that its function is preserved. In other words, it leads to a quicker restoration of the wetland placed in the Red List of Ramsar Convention. In this study, the market price method was used to evaluate the market goods of Anzali wetland ecosystem. The total economic value of market goods in the study area in 2013 is estimated at 12,781,865 million rials, and its discounted value for a 30-year period with 20% inflation rate was estimated at 3,034,111,931 million rials. The share of total market values of gross regional production in Gilan province was estimated at 8%. Given the current trend of wetlands destruction and its possible ecological, social and economic consequences, it becomes more evident that the value of wetlands must be well understood and taken into account in decision making. Obviously, citing quantitative and rial values in expressing the value of each source is an efficient and effective tool for justifying the goals of sustainable development and environmental protection.
