حقوق بشر و رابطه آن با حاكميت در نظام اسلامي

Human rights and its relationship with the government in the Islamic system

سوال مطرح شده پژوهش حاضر اين است كه وظايف حاكميت در نظام اسلامي در زمينه حقوق بشر شامل چه مولفه هايي است؟ و حاكميت اسلامي چه راهكاري براي گسترش و تعميق آموزه هاي حقوق بشري در پيش گرفته است؟ فرضيه مقاله بر اين بنا شده است: مسووليت حمايت به عنوان آموزه نسل جديد حاكميت، حمايت از حقوق داخلي شهروندان در جامعه اسلامي، توجه به حق حيات و مولفه هاي آن، و مسووليت براي حمايت از افراد جامعه در برابر تجاوز و تهديدات خارجي را به عنوان مولفه هاي حقوق بشر در نظام اسلامي مورد توجه قرار مي دهد. الگوسازي حقوق بشر اسلامي از طريق آموزش شهروندان، تاسيس و راه اندازي نهاد ملي حقوق بشر، تعامل و هم افزايي دروني و بيروني دستگاه هاي متولي حقوق بشر اسلامي و تخصيص هزينه هاي لازم براي براي آموزش و تشريح حقوق نسل جديد از جمله حق بر محيط زيست، حق بر آموزش كودكان و زنان، حقو بر سلامتي، حق بر امنيت انساني و حق بر بهره مندي از اطلاعات و آگاهي از جمله راهكارهايي است كه حاكميت در نظام اسلامي مي تواند در ارتباط با گسترش حقوق بشر به كار گيرد. روشي كه در مقاله حاضر استفاده شده است، روش توصيفي و تحليلي بر مبناي منابع اسنادي و كتابخانه اي است.

The question of the present study is what are the components of the duties of governance in the Islamic system in the field of human rights? an‎d what strategy has the Islamic government taken to expand and deepen the teachings of human rights? The hypothesis of the article is based on: the responsibility of protection as a doctrine of the new generation of government, the protection of the internal rights of citizens in Islamic society, attention to the right to life and its components, and the responsibility to protect members of society against foreign aggression and threats. It pays attention to the components of human rights in the Islamic system. Modeling Islamic human rights through educating citizens, establishing and launching a national human rights institution, interacting and synergizing internal and external bodies in charge of Islamic human rights, and allocating the necessary resources to educate and explain the rights of the new generation, including the right to the environment, the right to Education of children and women, the right to health, the right to human security and the right to benefit from information and awareness are among the strategies that the government in the Islamic system can use in connection with the spread of human rights. The method used in this article is a descriptive and analytical method based on documentary sources and libraries.
