بررسي فرصت ها و چالش هاي مديريتي برون‌سپاري به بخش خصوصي در سازمان‌هاي ورزشي دولتي

Investigating the opportunities and management challenges of outsourcing to the private sector in government sports organizations

هدف پژوهش حاضر بررسي فرصت ­ها و چالش­ هاي مديريتي برون‌سپاري به بخش خصوصي در سازمان‌هاي ورزشي دولتي بود. روش پژوهش آميخته اكتشافي و داده‌ها، با استفاده از مطالعه 130 مقاله و مصاحبه با 34 نفر خبره در حوزه برون‌سپاري انجام شد. جهت رسيدن به اجماع از روش دلفي استفاده گرديد. جامعه آماري مصاحبه را كليه خبرگان مرتبط با برون‌سپاري ورزشي در كشور تشكيل مي‌دادند. روش نمونه‌گيري افراد مصاحبه غيرتصادفي از نوع هدفمند و در دسترس و تا رسيدن به اشباع نظري ادامه يافت. مصاحبه ­ها كدگذاري و اعتمادپذيري و پايايي كدگذاري مورد بررسي قرار گرفت. در بخش كمي، پرسشنامه‌اي طراحي گرديد. روايي محتوايي پژوهش توسط 10 نفر اساتيد مورد تأئيد و جهت تعيين پايايي، از آلفاي كرونباخ استفاده شد. به‌منظور سنجش اثر عوامل از مدل‌يابي معادلات ساختاري در نرم‌افزار Smart PLS3 استفاده شد. يافته ­هاي پژوهش نشان داد مديران ورزشي مي‌توانند با بررسي دقيق فرصت­ ها و چالش ­هاي برون­سپاري و اجراي صحيح اين راهبرد موجب بهبود عملكرد و همچنين افزايش بهره‌وري سازمان‌هاي ورزشي و در نتيجه رشد ورزش كشورمان ‌گردند؛ لذا پيشنهاد مي ­گردد دولت محترم به تدوين اهداف و برنامه‌هاي جامع و راهبردي مرتبط با برون‌سپاري و خصوصي­ سازي در ورزش با استفاده از تجربيات برون‌سپاري در سال‌هاي گذشته بپردازند و نظام كنترل و نظارتي كارآمد و قوي در امر واگذاري‌ها ايجاد نمايد.

The purpose of this study was to investigate the opportunities and management challenges of outsourcing to the private sector in government sports organizations. The research method was mixed. Data were obtained by studying 130 articles and interviewing 34 experts in the field of outsourcing. The Delphi method was used to reach a consensus. The statistical population of the interview consisted of all experts related to sports outsourcing in the country. The non-random sampling method was targeted and available and continued until theoretical saturation was achieved. The interviews were coded and the validity and reliability of the coding were examined. In a quantitative part, a questionnaire was designed. Content validity of the study was confirmed by 10 professors and Cronbach's alpha was used to determine the reliability. In order to measure the effect of factors, structural equation modeling in Smart PLS3 software was used. Research findings showed Sports managers can improve the performance and also increase the productivity of sports organizations and thus the growth of our country's sports by carefully examining the opportunities and challenges of outsourcing and the correct implementation of this strategy; Therefore, it is suggested that the esteemed government formulate comprehensive and strategic goals and programs related to outsourcing and privatization in sports using the outsourcing experiences of the past years and establish an efficient and strong control and supervision system in the matter of transfers.
