تحليلي بر تأمين زيرساخت‌هاي اجتماعي پايدار در مقياس محلي در راستاي مديريت پايدار (مطالعة موردي: شهر يزد)

An analysis of supplying sustainable social infrastructures at local scale in line with sustainable management (Case study: Yazd city)

اﻣﺮوزه ﻧﻘﺶ و اﻫﻤﯿﺖ زﯾﺮﺳﺎﺧﺖﻫﺎ در ﺷﻬﺮﻫﺎ ﺑﺮ ﮐﺴﯽ ﭘﻮﺷﯿﺪه ﻧﯿﺴﺖ. زﯾﺮﺳﺎﺧﺖ اﺟﺘﻤﺎﻋﯽ زﯾﺮﻣﺠﻤﻮﻋﻪاي از زﯾﺮﺳﺎﺧﺖﻫﺎ و ﺷﺒﮑﮥ ﭘﯿﭽﯿﺪه و درﻫﻢﺗﻨﯿﺪهاي از داراﯾﯽﻫﺎي ﻣﻠﻤﻮس و ﻏﯿﺮﻣﻠﻤﻮس اﺳﺖ ﮐﻪ ﺳﻄﺢ ﮐﯿﻔﯽ زﻧﺪﮔﯽ را در ﯾﮏ اﺟﺘﻤﺎع ﻣﺤﻠﻪاي ارﺗﻘﺎ ﻣﯽدﻫﺪ و ﻧﻘﺶ ﻣﻬﻤﯽ در اﯾﺠﺎد ﺟﺎﻣﻌﻪاي ﻣﻨﺴﺠﻢ، ﺗﺎبآور و ﭘﺎﯾﺪار دارد. ﺑﺎ اﯾﻦ ﺣﺎل در ﮐﺸﻮر ﻣﺎ ﺑﻪدﻟﯿﻞ ﮐﻤﺒﻮد زﯾﺮﺳﺎﺧﺖﻫﺎي ﻣﺘﻨﺎﺳﺐ ﺑﺎ ﻧﯿﺎزﻫﺎ و ﻟﺤﺎظﻧﮑﺮدن اﺑﻌﺎد اﺟﺘﻤﺎﻋﯽ ﭘﺮوژهﻫﺎ، ﺷﺎﻫﺪ اﺗﻼف ﻃﯿﻒ وﺳﯿﻌﯽ از داراﯾﯽﻫﺎ ﻫﺴﺘﯿﻢ. ﺑﻪ اﯾﻦ ﺗﺮﺗﯿﺐ، ﭘﮋوﻫﺶ ﺣﺎﺿﺮ در ﭘﺎﺳﺦ ﺑﻪ ﺿﺮورت ﻓﻮق و ﺑﻨﺎ ﺑﻪ اﻫﻤﯿﺖ زﯾﺮﺳﺎﺧﺖﻫﺎي اﺟﺘﻤﺎﻋﯽ اﻧﺠﺎم ﺷﺪه و ﻫﺪف اﺻﻠﯽ آن اراﺋﮥ راﻫﮑﺎرﻫﺎﯾﯽ ﺑﺮاي ﺗﺄﻣﯿﻦ زﯾﺮﺳﺎﺧﺖﻫﺎي اﺟﺘﻤﺎﻋﯽ ﭘﺎﯾﺪار در ﺳﻄﺢ ﻣﺤﻠﯽ و در راﺳﺘﺎي ﻣﺪﯾﺮﯾﺖ ﭘﺎﯾﺪاري ﭘﺮوژه ﺑﻪﻣﻨﻈﻮر ﻧﯿﻞ ﺑﻪ اﻫﺪاف ﺗﻮﺳﻌﮥ ﭘﺎﯾﺪار ﺷﻬﺮي اﺳﺖ. روش ﺗﺤﻘﯿﻖ در اﯾﻦ ﭘﮋوﻫﺶ ﮐﯿﻔﯽ اﺳﺖ و ﻣﻄﺎﻟﻌﮥ ﻣﻮردي در آن، ﭘﺮوژة ﻓﺮﻫﻨﮕﯽ، ﻣﺴﮑﻮﻧﯽ و ورزﺷﯽ ﺟﻮاﻧﺎن ﯾﺰد اﺳﺖ. دادهﻫﺎي ﻣﻮرد ﻧﯿﺎز ﭘﮋوﻫﺶ ﺑﺎ اﺳﺘﻔﺎده از دو روش ﻣﻄﺎﻟﻌﺎت ﮐﺘﺎﺑﺨﺎﻧﻪاي و اﺳﻨﺎدي و ﻧﯿﺰ ﻣﻄﺎﻟﻌﺎت ﻣﯿﺪاﻧﯽ )ﻣﺼﺎﺣﺒﻪ ﺑﺎ اﻓﺮاد آﮔﺎه و ﻓﻌﺎل در ﭘﺮوژه و ﻣﺘﺨﺼﺼﺎن ﺻﺎﺣﺐﻧﻈﺮ در ﺣﻮزه ﭘﮋوﻫﺶ و اﺟﺮا( ﮔﺮدآوري ﺷﺪه اﺳﺖ. ﺳﭙﺲ ﺑﺮاي ﺗﺤﻠﯿﻞ دادهﻫﺎ از روش ﮐﯿﻔﯽ ﺗﺤﻠﯿﻞ ﻣﺤﺘﻮا اﺳﺘﻔﺎده ﺷﺪه اﺳﺖ. ﭘﺲ از ﺗﺤﻠﯿﻞ دادهﻫﺎي ﭘﮋوﻫﺶ، ﻣﻬﻢﺗﺮﯾﻦ راﻫﮑﺎرﻫﺎي ﭘﯿﺸﻨﻬﺎدي در راﺳﺘﺎي ﺗﻮﺳﻌﮥ ﭘﺎﯾﺪار و ﻫﻤﺴﻮ ﺑﺎ ﻣﺪﯾﺮﯾﺖ ﭘﺎﯾﺪاري ﭘﺮوژه و ﺑﺮاي ﺗﺄﻣﯿﻦ زﯾﺮﺳﺎﺧﺖﻫﺎي اﺟﺘﻤﺎﻋﯽ ﭘﺎﯾﺪار در ﭘﺮوژهﻫﺎي زﯾﺮﺳﺎﺧﺘﯽ اراﺋﻪ ﺷﺪهاﻧﺪ ﮐﻪ ﻋﺒﺎرتاﻧﺪ از: اﺳﺘﻔﺎده از ﻧﯿﺮوي اﻧﺴﺎﻧﯽ ﻣﺘﺨﺼﺺ و ﺗﺠﻬﯿﺰات ﮐﺎﻓﯽ، ﻫﻤﮑﺎري ﺑﺨﺶ ﺧﺼﻮﺻﯽ ﺑﺎ دوﻟﺘﯽ، درﻧﻈﺮﮔﺮﻓﺘﻦ ﻣﻮﻗﻌﯿﺖﻫﺎﯾﯽ اﯾﻤﻦ و راﺣﺖ ﺑﺮاي ﺣﻤﻞوﻧﻘﻞ، ﺑﺮﻧﺎﻣﻪرﯾﺰي ﺑﺮاي ﭼﺸﻢاﻧﺪاز آﯾﻨﺪه و ﻧﯿﺎزﻫﺎي روﺑﻪرﺷﺪ، ﺑﻬﺮهﺑﺮداري ﺑﻬﯿﻨﻪ از اﻣﮑﺎﻧﺎت ﻣﻮﺟﻮد، ﺑﺮﻧﺎﻣﻪرﯾﺰي ﺟﺎﻣﻊ ﻣﻮرد ﺗﻮاﻓﻖ ﻋﻮاﻣﻞ اﺻﻠﯽ ﭘﺮوژه. ﺟﻤﻊﺑﻨﺪي ﻧﺘﺎﯾﺞ ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﻧﺸﺎن ﻣﯽدﻫﺪ، در ﻣﻘﯿﺎس ﻣﺤﻠﯽ ﻣﯽﺗﻮان ﺑﺎ اﻃﻤﯿﻨﺎن از ﺗﺄﻣﯿﻦ ﻋﻮاﻣﻞ ﻓﻮق ﺑﺎ اﺗﮑﺎ ﺑﺮ اﺻﻮل ﻣﺪﯾﺮﯾﺖ ﭘﺮوژه، ﮔﺎم ﻣﻬﻤﯽ در ﺻﻨﻌﺖ ﺳﺎﺧﺖ ﺑﺮداﺷﺖ. ﻫﻤﭽﻨﯿﻦ ﺑﺎ ﺗﻌﻤﯿﻢ ﻣﺒﺎﺣﺚ ﻓﻮق از ﺟﻨﺒﻪﻫﺎي ﭘﮋوﻫﺸﯽ و اﺟﺮاﯾﯽ ﻣﯽﺗﻮان ﺑﻪﺗﺪرﯾﺞ ﺑﺴﺘﺮ ﻻزم ﺑﺮاي ﺗﺄﻣﯿﻦ زﯾﺮﺳﺎﺧﺖﻫﺎي اﺟﺘﻤﺎﻋﯽ ﭘﺎﯾﺪار را ﺑﺮاي ﺳﺎﯾﺮ ﭘﺮوژهﻫﺎي ﻣﺸﺎﺑﻪ و در ﺳﻄﺢ ﮐﺸﻮر ﻣﻬﯿﺎ ﮐﺮد.

Nowadays, the role and importance of infrastructure in cities is obvious. Social infrastructure is a subset of infrastructure and is a complex and intertwined network of tangible and intangible assets that enhances the quality of life at the local scale and plays an important role in creating a resilient and sustainable community. However, in our country, due to the lack of suitable infrastructure that response to the needs of stockholders especially in the aspect of the project social dimensions, we are witnessing the loss of assets. This research has been conducted in response to the above necessity and due to the importance of social infrastructure. The main research aim is to provide solutions for supplying sustainable social infrastructures at local scale in order to obtain project sustainability management. The research method is qualitative and the case study is the youth cultural, residential and sports project in Yazd, Iran. The data gathering was conducted using two methods (documentary studies and field studies). The Interviewees were the knowledgeable experts involved in the project or the researchers. Then the qualitative content analysis was used as the analyzing method. The most important suggested solutions in line with project sustainability management and to provide sustainable social infrastructure in infrastructure projects are presented, which are: 1-utilizing professional human resource and adequate equipment, 2-the cooperation between private and public sectors, 3-considering safe and convenient locations for transport systems, 4-planning for future prospects and growing needs, 5-optimal utilization of available facilities, 6-comprehensive Planning agreed by key project factors.
