بررسي ساختار آموزش و پرورش كرمان در دورۀ پهلوي اول (عوامل رشد و موانع توسعه)

Investigating the Structure of Education in Kerman in the First Pahlavi Period (Growth factors and barriers to development)

تغيير در ساختار نظام آموزشي كه از زمان مشروطيت با وضع قوانين جديد آغاز و به تدريج تداوم يافت، با تغيير ساختار دولت در دوران پهلوي اول و اتخاذ سياست هاي جديد دستخوش تغييرات عملي گسترده گرديد. سياست تمركزگرايي دولت جديد تمامي ساختار آموزشي كشور را تحت نظارت حكومت درآورد. متناسب با چنين رويكردي شهر كرمان نيز از جهات كمي و كيفي اصلاحات گسترده اي را در حوزه آموزش و پرورش از سر گذراند. علي رغم دستاوردهاي مهم در اين زمينه، ايالت و شهركرمان از كمبود بودجه رنج مي برد. به همين سبب بررسي پيامدهاي كمبود بودجه در ساختار معارف شهر كرمان محور پژوهش حاضر است. يافته هاي پژوهش كه با روش تاريخي و با رويكرد تحليلي بر پايه منابع كتابخانه اي و اسناد نويافته صورت گرفته است، نشان مي دهد علي رغم دستاوردهاي آموزشي گسترده در ساختار آموزش و پرورش شهر كرمان، عواملي همچون محدود بودن امكانات مالي و تخصيص ميزان اندكي در بودجه سالانه دولت سبب مي گرديد كه تغييرات صورت گرفته متناسب با نيازهاي نظام آموزشي موجود نباشد.

A change in the structure of the education system that began with the enactment of new laws from the time of the constitution and gradually continued; with the change in the structure of government during the first Pahlavi era and the adoption of new policies, it underwent extensive practical changes. The centralist policy of the new government put the entire educational structure of the country under the control of the government. In line with such an approach, the city of Kerman underwent extensive reforms in the field of education, both quantitatively and qualitatively. Despite significant achievements in this field, the province and the city of Kerman suffer from a lack of funding. In this regard, the study of the consequences of budget deficit in the education structure of Kerman is the focus of the present study. Findings of the research, which has been done with a historical method and with an analytical approach based on library sources and newly found documents, show that despite the extensive educational achievements in the structure of education in Kerman, factors such as limited financial resources and a small amount of Annual government budget; It caused the changes made not to fit the needs of the existing education system.
