سيستم‌هاي بين‌المللي پيچيده-آشوبي و نظريۀ نوين ديپلماسي دفاع شبكه‌اي

Complex and Chaotic International Systems and a New Theory of Network Defence Diplomacy

ديپلماسي دفاع، داراي پيشينۀ تاريخي طولاني و همزاد با قدرت نظامي است كه وظيفۀ كاربست آن را در قالب ديپلماسي در زمان جنگ و صلح به‌عهده داشته است. به‌دليل پيچيدگي و آشوبي شدن سيستم بين‌الملل، در قالب الگوي غيرخطي، قدرت، به‌عنوان پيشران اصلي ديپلماسي دفاع، به الگوي شبكه‌اي تغيير يافته است كه پيچيدگي ساختاري، فرايندي، سازه‌اي، و قاعده‌اي را به‌عنوان ويژگي‌هاي تعريف‌كنندۀ آن مطرح كرده است. با توجه به نوپديدي سيستم‌هاي بين‌المللي غيرخطي و جدال‌هاي نظري در اين حوزه، ادبيات روابط بين‌الملل در تبيين دستگاه تحليلي ديپلماسي دفاع دچار عقب‌ماندگي جدي هستند و برهمين‌اساس، اين پرسش اساسي به‌عنوان دغدغۀ اصلي پژوهش حاضر مطرح است كه «برپايۀ اصول و مباني نظريۀ سيستم‌هاي پيچيده و آشوبي، دستگاه تحليلي ديپلماسي دفاع، چگونه قابل‌بازسازي مفهومي است». در پاسخ به اين پرسش و با بهره‌گيري از روش آبدكشن كه بر واقعيت‌هاي نوپديد و شيوۀ يافتن بهترين تبيين براي آن‌ها تأكيد دارد، مقاله حاضر، ديپلماسي دفاع شبكه‌اي چندلايه را به‌عنوان مفهومي نوآورانه به ادبيات روابط بين‌الملل ارائه مي‌دهد. ويژگي اصلي اين مفهوم، دلالت آن بر ديپلماسي دفاع به‌عنوان يك سيستم با هسته مركزي سخت بر محوريت سيستم‌هاي كنترل واحد‌ـ‌پايه‌اي است كه سيستم‌هاي كنترل ديگر، به‌عنوان سيستم‌هاي حمايتي بر روي آن بنيان نهاده شده و در قالب سيستم يكپارچه با پيوندهاي كاركردي ميان لايه كنترلي، به‌صورت هيبريدي عمل مي‌كند.

Defense diplomacy has bourn with military power, which must use it in diplomacy in times of war and peace. Due to the international system's turn into a complex and chaotic pattern, power as the central dynamic of defense diplomacy has changed to a networked model. Structural, process, construction, and algorithmic complexity are the main defining features of it. With the emergence of nonlinear international systems and related theoretical debates, the International Relations literature has severe backwardness in explaining defense diplomacy's analytical apparatus. Therefore this fundamental question has been raised as the present study's direct engagement: how the defense diplomacy analytical apparatus conceptually will be reconstructed based on the Principles and foundations of complex and chaotic systems theory. In response to this question, and using the abduction method, which emphasizes the emerging facts and finding the best explanation for them, this article presents multi-layered network defense diplomacy as an innovative concept in the international relations literature. This concept envisions it as a multi-layered network with a core consisting of unit-based control systems. Other control systems that will deploy on these are support systems. All these form a single control system with a functional linkage between its layers, which operates in a hybrid model.
