ارائه مدل عوامل اقتضايي مؤثر بر توسعه مديريت كيفيت در سازمان هاي ورزشي(مورد مطالعه اداره كل ورزش و جوانان استان فارس)

Presenting a Model of Contingent Factors Influencing Quality Management Development in Sport Organizations (Case Study of FARS)

هدف از پژوهش حاضر ارائه مدل عوامل اقتضايي مؤثر بر توسعه مديريت كيفيت در سازمان هاي ورزشي(مورد مطالعه اداره كل ورزش و جوانان استان فارس) است. پژوهش حاضر از لحاظ هدف كاربردي، از نظر شيوه گردآوري داده‌ها اميخته(كيفي- كمي) بود. ابزار مورد استفاده در اين پژوهش بعد از انجام مصاحبه و رسيدن به اشباع نظري تدوين شد كه شامل 63 گويه و در قالب 22 مؤلفه جزئي(هر مؤلفه 3 گويه) و دو مؤلفه‌ي كلي (عوامل درون سازماني و برون سازماني)بود. از شاخص هاي كشيدگي و چولگي به منظور بررسي توزيع داده‌ها (طبيعي و يا غير طبيعي بودن) استفاده و براي بررسي و پاسخ به سؤالات پژوهش و رسم و تدوين مدل اندازه‌گيري و مدل ساختاري از نرم‌افزارهاي SPSS نسخه 24، Smart PLS نسخه0/2 و نرم افزار Max QDA نسخه Pro استفاده شد. نتايج پژوهش حاضر نشان داد كه عوامل درون سازماني(اندازه سازمان، نوع فعاليت‌ها، ساختار سازماني، استراتژي‌هاي سازمان(راهبردها)، منابع مالي سازمان، تصميمات انضباطي(قوانين)، رفتارهاي سياسي مديران، استفاده از فناوري در سازمان، روابط سازماني (روابط موجود بين كاركنان)، تعهد سازماني، شرايط كار كاركنان ماهيت وظايف كار كاركنان، ارزيابي عملكرد كاركنان) و عوامل برون سازماني (پيچيدگي محيط، عدم اطمينان محيطي، نوع تعاملات سازمان با جامعه، قوانين بين المللي(در حوزه ورزش)، نهادهاي بين المللي ورزشي، سياست گذاري كلان دولتي، وضعيت بودجه، نحوه برخورد مسئولين با سازمان و ارزيابي عملكرد سازمان از سوي نهادهاي بالادستي) بر توسعه مديريت كيفيت در سازمان هاي ورزشي(مورد مطالعه اداره كل ورزش و جوانان استان فارس) اثر گذار است.

the purpose of this study is to present a model of contingent factors affecting the development of quality management in sport organizations (studied by Fars Province Youth and Sport Directorate General). In terms of purpose, the present study was Applied in terms of data collection was mixed (qualitative-quantitative). The tools used in this study were formulated after conducting interviews and reaching theoretical saturation which included 63 items in the form of 22 minor components (3 items each) and two general components (intra-organizational and extracurricular factors). Use elasticity and skewness indices to evaluate the distribution of data (natural or abnormal) and to investigate and answer research questions and to draw up a measurement model and structural model using SPSS version 24, Smart PLS version 2.0 and Max QDA Pro software were used. The results of this study showed that intra-organizational factors (organization size, type of activities, organizational structure, organization strategies (strategies), organization financial resources, disciplinary decisions (rules), managers' political behaviors, technology use in organization, relationships Organizational (Existing Staff Relations), Organizational Commitment, Staff Working Conditions, the Nature of Employee Tasks, Employee Performance Evaluation) and External Organizational Factors (Environmental Complexity, Environmental Uncertainty, Type of Organization Interaction with Society, International Law (in the Field of Sports)), International sports institutions, macro-government policy, budgetary status, how officials deal with Organization and Performance Evaluation by Upstream Institutions) Influences the Development of Quality Management in Sport Organizations (Studied by Fars Province Youth and Sport Directorate General).
