چكيده فارسي :
اعتياد به مواد مخدر به عنوان عاملي تهديد كننده، كرامت و سلامت اجتماعي، فرهنگي و اقتصادي انسان ها را در معرض خطر قرار داده است بدين سبب يافتن راهكارهايي در جهت حل اين معضل همواره مدنظر انديشمندان بوده است، در اين رهگذر لزوم توجه به شيوه هاي پيشگيري در كنار اقدامات نظام عدالت كيفري مي تواند با نگاهي زيربنايي، علل اعتياد به مواد مخدر را مورد شناسايي قرار داده و در جهت حل آنها گام بردارد، چراكه در اين عرصه تنها اعمال كيفر راه گشا نخواهد بود. در اين راستا مي بايست بكارگيري اقدامات پيشگيرانه اجتماع محور به صورت هماهنگ و هم سو با اقدامات قضايي و انتظامي، بيش از پيش مورد توجه قرار گيرد تا با همگرايي بين اقدامات قضايي، انتظامي با نظام هاي فراكيفري از طريق تكيه بر نقش خانواده، نهادهاي آموزشي، فرهنگي، مذهبي، افزايش رفاه و عدالت، گسترش مراكز تفريحي و فعاليت هاي ديگر نهادهاي اجتماعي اثربخشي بيشتري در كنترل اعتياد داشته باشيم.

Drug addiction as a factor threatening , dignity, health and social, cultural, economic and human beings are put at risk because of the ways to solve this problem is crucial for scholars , in this way need for attention to practices besides the criminal justice system can take actions to prevent the underlying causes of drug addiction recognize and take steps to resolve them , since they apply only to punish in this way would be helpful . In this regard, the application must be coordinated community-based preventive measures and actions aligned with judicial and law enforcement , more than ever, be considered as the convergence between measures of judicial police Frakyfry by relying on the role of the family, educational institutions, cultural, religious , welfare , justice , development , recreation centers and other social institutions to be more effective in controlling addiction .
