Planning and organizing political, security and economic space in the Gulf region in order to present a strategic model for the regions of Iran; Case Study of Qeshm Island

بي شك غايت اصلي تمام برنامه ريزي ها رسيدن به توسعه پايدار، تعادل منطقه اي، توزيع مناسب فعاليت ها و استفاده حداكثر از قابليت هاي محيطي در فرايند توسعه مناطق است. هدف اصلي اين مقاله عبارت است از برنامه ريزي و سازمان دهي سياسي، امنيتي و اقتصادي فضا در منطقه خليج فارس در راستاي ارايه ي يك مدل راهبردي براي مناطق ايران؛ مطالعه ي موردي جزيره قشم. سوال اصلي اين مقاله اين است كه برنامه ريزي و سازمان دهي سياسي، امنيتي و اقتصادي فضا در منطقه خليج فارس بايستي داراي چه ويژگي ها و مختصاتي باشد كه بتوان از آن به عنوان مدلي براي همه مناطق اين منطقه و از جمله جزيره قشم بهره گرفت؟ علاوه بر سوال اصلي فوق سوالات فرعي ديگري نيز در اين مقاله مطرح شده است از جمله اين كه سازمان دهي فضا داراي چه تاريخچه اي است؟ چه نظرياتي در خصوص سازمان دهي فضا ارايه گرديده است؟ سازمان دهي مناسب فعاليت و انسان در پهنه سرزمين غايت اصلي تمام برنامه ريزي ها در سطوح مختلف است. اگر چه در سطح خرد مكان يابي جهت حداكثر نمودن سود بنگاه و در واقع جانمايي بهتر فعاليت ها پيامد فضايي اين نوع برنامه ريزي است ولي اين جانمايي در راستاي هدف بالاتر يعني چيدمان منطقي فعاليت ها در پهنه سرزمين ايفاي نقش مي كند به عبارت ديگر فرايند برنامه ريزي صحيح و سلسله مراتبي از سطح آمايش ملي شروع و با تدوين برنامه هاي ميان مدت توسعه اي و برنامه ريزي كلان اقتصادي به سطح برنامه ريزي خرد منتهي مي شود. تحقيق حاضر كيفي است كه در آن سعي شده است با استفاده از منابع كتابخانه اي و مقالات پژوهشي و نيز ساير منابع علمي به برنامه ريزي و سازمان دهي سياسي، امنيتي و اقتصادي فضا در منطقه خليج فارس در راستاي ارايه ي يك مدل راهبردي براي مناطق ايران؛ مطالعه ي موردي جزيره قشم پرداخته شود.

Undoubtedly the ultimate goal of all schedules is achieving sustainable development, regional equilibrium, proper distribution of activities and the use of maximum environmental capabilities in the development of areas. The main purpose of this article is to Planning and organizing political, security and economic space in the Persian Gulf region in order to present a strategic model for regions of Iran, a case study of Qeshm Island. The main question of this treatise is that the planning and organization of the political, security and economic space in the Persian Gulf region must have what features and coordinates. Which can be used as a model for all areas of this region, including Qeshm Island? In addition to the main question, other sub questions are also raised in this essay including what is the history of organizing space? What ideas have been made about organizing space? Proper organization of human activities in the territory of the land is the ultimate goal of all planning at different levels. Although at the micro level locating to maximize company profits and, in fact, better performance is the spatial consequence of this type of planning but this locality Plays a role in line with the higher goal the logical arrangement of activities in the territory in other words a proper and hierarchical planning process Start with national planning and development through mid-term development plans and macroeconomic planning it leads to micro level planning. The present research is qualitative where it has been tried using library resources and research papers as well as other scientific sources to be paid to plan and organize political, security and economic space in the Persian Gulf region in order to present a strategic model for Iran, a case study of Qeshm Island.
