موانع اجرايي خط‌مشي‌هاي عمومي با رويكرد حكمراني شهري :مورد مطالعه شهرداري‌هاي استان آذربايجان شرقي

The Implementation Barriers of Public Policies Urban Governance Approach :Case Study East-Azerbaijan Ministries

زمينه : مسائلي همچون رشد روز افزون جمعيت شهري، شهري شدن جوامع، جهاني شدن و ضرورت پاسخگويي و شهروندمداري، مديران و تصميم گيران را به سوي بهره گيري از روش هاي مطلوب در زمينه مديريت شهري سوق داده است، همچنين بهره گيري از رويكرد حكمروايي خوب شهري، شهرهاي پايدار، امن، زيست پذير و تاب‌آور را به ارمغان مي آورد. هدف: پژوهش حاضر باهدف شناسايي و اولويت‌بندي موانع اجرايي خط‌مشي‌عمومي با رويكرد حكمراني شهري انجام شده است. روش: در اين پژوهش، جهت شناسايي و اولويت‌بندي موانع اجرايي خط‌مشي‌عمومي با رويكرد حكمراني شهري از روش دلفي استفاده شده است. در اين راستا با استفاده از نظرات 20 نفر از خبرگان باسابقه در حوزه خط‌مشي‌گذاري عمومي با رويكرد حكمراني‌شهري و تلفيق تلفيق مؤلفه‌هاي استخراج شده پرسشنامه‌اي در سه مرحله در اختيار خبرگان قرار گرفت و نظرات مورد تجزيه وتحليل قرار گرفت. در نهايت با استفاده از ANP به رتبه‌بندي موانع پرداخته شده است. يافته‌ها: در اين پژوهش ، 6 مانع اصلي 37 شاخص در زمينه موانع حكمراني‌شهري در اجرا شناسايي و مورد تاييد خبرگان قرار گرفت. همچنين با استفاده از نظر خبرگان در مورد ميزان اهميت هريك از مولفه‌ها، رتبه‌بندي ارائه گرديد. نتيجه‌گيري : مولفه‌هاي شناسايي شده براي برنامه‌ريزي دقيق‌تر جهت رفع موانع حكمراني‌شهري در اجرا مي‌تواند مورد توجه قرار گيرد.

Background: Different issues like the growth of urban population, the urbanization of the societies, globalization, accountability and citizenship, have led the managers and decision makers to utilize proper methods in civil administration fields. Purpose: This research aims to identify and prioritize implementation barriers of public policies considering the urban governance approach. Methods: The Delphi method is used to identify and prioritize the implementation barriers of public policies. Using the opinions of 20 experienced experts in public policy making and combining the components extracted from theoretical bases of the research with proposed components by experts, the questionnaire was prepared and the experts in three different stages were questioned about the relationship of the . Their opinions were analyzed and finally through ANP the implementation barriers were prioritized. Findings: In this research 6 major barriers and 37 indicators for urban governance barriers were identified and verified. Also, using the experts’ opinion, the importance of each component was prioritized. In cooperation component, the indicators (the weakness of the political parties, the media, non-governmental organizations); in accountability components, the indicators (the authority and managers’. Results: The identified components could be considered for more precise programming in removing the implementation barriers of urban governance.
