مديريت محلي و نقش آن در توسعه زيست محيطي فضاهاي داراي توان هاي اكوتوريسمي (مورد : دهستان برغان، شهرستان ساوجبلاغ)

Local management and its role in environmental development of spaces with ecotourism potential (Case: Barghan village, Savojbolagh county )

لزوم توجه به محيط زيست در روستاهاي گردشگر پذير و داراي جاذبه هاي طبيعت گردي جهت دست يافتن به توسعه در ابعاد مختلف، بالاخص توسعه زيست محيطي يكي از وظايف مديران محلي(شوراي اسلامي و دهياري) مي باشد. مديران محلي بر حسب مجموعه وظايف خود داراي نقش در توسعه فضاهاي روستايي به ويژه توسعه در بعد زيست محيطي هستند. حال آگاهي از نقطه نظرات روستاييان درباره نحوه عملكرد مديران محلي مي تواند به مديران يك ديد جامع جهت هر چه بهتر كردن عملكرد خود بدهد. هدف پژوهش حاضر تحليل و ارزيابي نقش عملكرد مديران محلي (شوراهاي اسلامي و دهياري ها) در توسعه زيست محيطي فضاهاي داراي توان ها و ظرفيت هاي اكوتوريسمي در دهستان برغان شهرستان ساوجبلاغ است. پژوهش از لحاظ هدف، كاربردي و از لحاظ روش توصيفي- تحليلي است. جمع آوري داده ها و اطلاعات به دو صورت اسنادي و ميداني (پرسشنامه) صورت پذيرفت. جامعه آماري روستاييان پنج روستا(اغشت، برغان، ورده، سرهه، سنج) در دهستان برغان شهرستان ساوجبلاغ استان البرز بوده است كه با استفاده از فرمول كوكران و با استفاده از روش نمونه گيري احتمالي طبقه بندي شده،318 نفر به عنوان نمونه انتخاب شد. براي تحليل داده ها از نرم افزار spss و آزمون هاي تي تك نمونه اي،همبستگي پيرسون و رگرسيون خطي استفاده گرديده است.نتايج بيانگر اين است كه بين مديريت محلي(همكاري مشترك شوراي اسلامي و دهياري) و توسعه زيست محيطي رابطه مثبت و معناداري وجود دارد. لذا با توجه به آزمون هاي صورت گرفته و مطالعه پيمايشي نگارنده در منطقه،مباحث نشان دهنده اين امر بود كه مديريت محلي با كاركردهايي كه دارد اگر وظايف خود را درستي انجام دهد مي تواند باعث توسعه زيست محيطي روستاها شود. اين نكته مي تواند زمينه ساز جذب طبيعت گرد هاي آگاه و علاقمند به جاذبه هاي روستايي و محيط هاي طبيعي اين فضاها با رعايت اصول زيست محيطي شود.

The need to pay attention to the environment in tourist villages and has nature attractions to achieve optimal development, especially environmental development is one of the duties of local managers (Islamic Council and village governor). Local managers, according to their set of tasks, have a role in the development of rural spaces, especially development in the environmental dimension. Now, knowing the views of the villagers on how local managers work can give managers a comprehensive view to improve their performance. The purpose of this study is to analyze and evaluate the role of local managers (Islamic councils and village governors) in the environmental development of spaces with ecotourism capabilities in Barghan rural district of Savojbolagh. The research is applied in terms of purpose and descriptive-analytical in terms of method. Data and information were collected in two forms: documentary and field (questionnaire). The statistical population of the villagers of five villages (Aghasht, Barghan, Wardeh, Sareh, Sanj) in Barghan sub-district of Savojbolagh city of Alborz province was 318 people were selected as a sample using Cochran's formula and classified probabilistic sampling method. SPSS software and one-sample t-test, Pearson correlation and linear regression were used to analyze the data. The results indicate that there is a positive and significant relationship between local management (joint cooperation of the Islamic Council and village governor ) and environmental development. Therefore, according to the tests performed and the author's survey study in the region, the discussions showed that local management with its functions, if it performs its duties properly, can lead to the environmental development of villages. This point can pave the way for attracting knowledgeable nature lovers who are interested in rural attractions and natural environments of these spaces by observing environmental principles.
