برنامه‌ريزي توسعه گردشگري و فضايي شهر نور با بهره‌گيري از رهيافت شهر خردورز

Spatial planning of tourism development in Noor city by Application the Intelligent city approach

رشد و توسعه شهرها نيازمند هدايت با فرايندي برنامه محور و مشكل نگر در توجه به زمينه است. از سويي نياز به مشاركت جامعه شهري در فرايندهاي حل مسائل باعث ترويج رويكرد جديدي در برنامه‌ريزي شهري به نام رهيافت شهر خردورز گرديده است. اين رويكرد ضمن استفاده از فن‌آوري‌هاي نوين، هوشمندي را در جهت رفع مسائل به كار مي‌برد. درواقع رهيافت شهر خردورز در تفاوت با رويكرد شهر هوشمند، تنها به كاربست فنّاوري اكتفا نمي‌كند و پايداري را با به‌كارگيري مسئله محور ابزارهاي هوشمند ايجاد مي‌كند. شهر ساحلي نور باوجود دارا بودن پتانسيل‌هاي گردشگري در حال حركت به سمتي ناپايدار در ابعاد اقتصادي، اجتماعي و محيط زيستي است. در اين مطالعه قصد داريم با استفاده از تدوين يك برنامه‌ريزي راهبردي به شناسايي پيشنهاد‌هايي فضايي در جهت رفع مشكلات مربوطه شهر با توجه به رهيافت شهر خردورز و گردشگري پايدار بپردازيم تا با ديدگاهي مسئله‌نگر بتوانيم هوشمندي را در برنامه‌هاي تدويني به‌كارگيريم. روش پژوهش در اين تحقيق توصيفي تحليلي است. پس از شناختي مشكل‌نگر با استفاده از نرم‌افزار ميك مك و برسي آن به‌وسيله درخت تحليل مشكلات بيانه مشكلات و عرصه‌هاي تصميم‌گيري مشخص شد. سپس تدوين راهبردهاي برنامه بر اساس ماتريس QSPM صورت پذيرفت. در پايان نيز سياست‌گذاري‌هايي فضايي نظير احداث اقامتگاه‌هاي بوم گردي در زمين‌هاي كشاورزي و مسير مدور گردشگري ساحلي براي شهر نور، از اقدامات اجرايي پيشنهادشده در برنامه راهبردي بود.

The growth and development of cities requires guidance with a program-oriented and problem oriented process. On the other hand, the need for urban community participation in problem-solving processes has led to the promotion of a new approach in urban planning called the wise intelligent city approach. The coastal city of Noor, despite having tourism potentials, is moving in an unsustainable direction in economic, social and environmental dimensions. Therefore, according to the concept mentioned in the approach of intelligent city, for the economic, social and environmental development of Noor city, the sustainable tourism approach is also used. In this study, we intend to use a strategic plan to identify spatial proposals to solve the relevant problems of the city according to the approach of the intelligent city and sustainable tourism. The research method in this research is descriptive-analytical. After the cognitive problem, using Mic Mac software and examining it by the problem analysis tree, the problems and decision filed were identified. Then strategies of plan were developed based on the QSPM matrix. Finally, spatial policies such as the construction of ecotourism resorts on agricultural lands and the circular coastal tourism route for the city of Noor, were among the executive measures proposed in the strategic plan.
