واكاوي جايگاه شفافيت در حكمراني شايسته، مبتني بر انديشه آيت الله خامنه اي (مدظله العالي)

Analyzing the place of transparency in good governance, based on the thought of Ayatollah Khamenei (as)

شفافيت بعنوان يكي از مفاهيم نوپديد در قرن اخير مورد توجه بسياري از دانشمندان بعنوان يكي از شاخصه هاي حكمراني خوب قرار گرفته است. در پژوهش هاي اسلامي نيز، تحقيقات زيادي پيرامون تطبيق شاخصه هاي حكمراني خوب با انديشه اسلامي صورت گرفته است. اين پژوهش با موضوع "جايگاه شفافيت در حكمراني شايسته در آيت الله خامنه اي (مدظله العالي)"، به بررسي و تطبيق مولفه شفافيت در حكمراني و انديشه آيت الله خامنه اي (مدظله العالي)، بر مبناي الگوي مطالعاتي حكمراني شايسته در انديشه علوي بر اساس كتاب نهج البلاغه مي پردازد. اين نوشتار در صدد پاسخ به اين سوال است كه شفافيت چه جايگاهي در انديشه و حكمراني امام خميني دارد. براي اين پژوهش، از روش تحليل مضمون بعنوان يكي از پركاربردترين روش هاي تحليل داده استفاده شده است. پس از مطالعه و بررسي، شفافيت در انديشه آيت الله خامنه اي در دو بخش "محتواي شفافيت در انديشه و حكمراني آيت الله خامنه اي (مدظله العالي)" و "ملزومات شفافيت زا در انديشه و حكمراني آيت الله خامنه اي" فصل بندي شد و نتايج حاصله از پژوهش نشانگر آن است كه در انديشه آيت الله خامنه اي، شفافيت پيش از آنكه توسط مراكز و انديشمندان غربي مطرح شده باشد، در كلام و سيره حضرت امير (ع) مورد اشاره و تاكيد قرار گرفته است و منطبق با انديشه علوي، شفافيت در انديشه و حكمراني ايشان، مورد پذيرش و مورد تاكيد است. نظر به تغيير ابزارهاي حكمراني و گسترش مفاهيم مشاركت مردمي و افكار عمومي و پاسخگويي و همچنين گسترش ابزارهاي شفافيت ساز در عصر حاضر نسبت به عصر حضرت اميرالمومنين (ع)، ميتوان به استخراج گزاره هاي بيشتري ذيل مفهوم شفافيت در انديشه و حكمراني آيت الله خامنه اي (مدظله العالي) پرداخت كه محققان ديگر ميتوانند بدون بررسي تطبيقي به اين منظور تحقق بخشند.

Transparency as one of the emerging concepts in the last century has been considered by many scholars as one of the characteristics of good governance. In Islamic research, a lot of research has been done on the application of the characteristics of good governance with Islamic thought. This study, entitled "The place of transparency in good governance in Ayatollah Khamenei (as)", examines and adapts the component of transparency in the rule and thought of Ayatollah Khamenei (as), based on the study model of good governance in Alavi thought. Deals with the basis of the book Nahj al-Balaghah. This article seeks to answer the question of what place transparency has in the thought and rule of Imam Khomeini. For this research, content analysis method has been used as one of the most widely used data analysis methods. After the study, transparency in Ayatollah Khamenei's thought was divided into two sections: "The content of transparency in Ayatollah Khamenei's thought and rule" and "The requirements for transparency in Ayatollah Khamenei's thought and rule" and The results of the research show that in the thought of Ayatollah Khamenei, transparency has been mentioned and emphasized in the words and manners of the Amir (AS) before it has been proposed by Western centers and thinkers, and in accordance with Alavi thought, Transparency in their thinking and governance is accepted and emphasized. Considering the change of governance tools and the expansion of the concepts of popular participation and public opinion and accountability, as well as the expansion of transparency tools in the present era compared to the era of Amir al-Mu'minin (AS), we can extract more statements under the concept of transparency in Ayatollah Khamenei's thought and rule. (Modzaleh Al-Aali) paid that other researchers can achieve this without a comparative study.
