بررسي تاثير عوامل اجتماعي، فرهنگي بر مشاركت سياسي- اجتماعي شهروندان در اجراي طرح هاي توسعه پايدار نواحي شهري (مطالعه موردي شاغلين دستگاههاي اجرايي شهر اراك)

Investigating the Impact of Social and Cultural Factors on the Socio-Political Participation of Citizens in the Implementation of Sustainable Development Plans in Urban Areas (Case Study of the Employees of the Executive Bodies of Arak)

ﻣﻘﺎﻟﻪ ﺣﺎﺿﺮ ﺑﺎ ﻫﺪف اراﺋﻪ ﺑﺮرﺳﯽ ﻋﻮاﻣﻞ ﻣﺆﺛﺮ ﺑﺮ ﻣﺸﺎرﮐﺖ ﺳﯿﺎﺳﯽ-اﺟﺘﻤﺎﻋﯽ ﺷﻬﺮوﻧﺪان در اﺟﺮاي ﻃﺮح ﻫﺎي ﺗﻮﺳﻌﻪ ﭘﺎﯾﺪار ﻧﻮاﺣﯽ ﺷﻬﺮي ﺑﻪ اﺟﺮا درآﻣﺪ. در اﯾﻦ ﺗﺤﻘﯿﻖ ﺗﻮﺳﻌﻪ ﺷﻬﺮي ﮐﻼﻧﺸﻬﺮ اراك ﺑﻪ ﻋﻨﻮان ﻣﻄﺎﻟﻌﻪ ﻣﻮردي ﻣﻮرد ﺗﻮﺟﻪ ﺑﻮده اﺳﺖ. ﺟﺎﻣﻌﻪ آﻣﺎري را ﺷﺎﻏﻠﯿﻦ دﺳﺘﮕﺎه ﻫﺎي اﺟﺮاﯾﯽ ﺷﻬﺮ اراك در ﺳﺎل 1398 ﺗﺸﮑﯿﻞ داده اﺳﺖ. ﺣﺠﻢ ﻧﻤﻮﻧﻪ ﺑﻪ ﻣﻮﺟﺐ ﺟﺪول ﻧﻤﻮﻧﻪ ﮔﯿﺮي ﻣﻮرﮔﺎن 361 ﻧﻔﺮ ﺑﻮده اﺳﺖ ﮐﻪ ﺑﻪ ﺷﯿﻮه ي ﻃﺒﻘﻪ ﺑﻨﺪي ﺳﻬﻤﯿﻪ اي ﺗﺼﺎدﻓﯽ ﮔﺰﯾﻨﺶ ﮔﺮدﯾﺪ. اﺑﺰار ﺟﻤﻊ آوري داده ﻫﺎ را ﻣﺼﺎﺣﺒﻪ ﺑﺎ ﺧﺒﺮﮔﺎن داﻧﺸﮕﺎﻫﯽ و ﭘﺮﺳﺸﻨﺎﻣﻪ ﻣﺠﺮﯾﺎن دﺳﺘﮕﺎه ﻫﺎي اﺟﺮاﯾﯽ ﺗﺸﮑﯿﻞ داد. رواﯾﯽ و ﭘﺎﯾﺎﯾﯽ ﭘﺮﺳﺸﻨﺎﻣﻪ از ﻃﺮﯾﻖ آزﻣﻮﻧﻬﺎي ﺗﺤﻠﯿﻞ ﻋﺎﻣﻠﯽ و ﮐﺮوﻧﺒﺎخ ﺗﺎﯾﯿﺪ ﮔﺮدﯾﺪ، ﮐﺴﺐ ﺿﺮﯾﺐ ﺑﺎﻻي 0/70 در ﻫﺮ دو ﻣﻮرد ﮔﻮﯾﺎي ﺛﺒﺎت اﻧﺪازه ﮔﯿﺮي آﻧﻬﺎ ﺑﻮده اﺳﺖ. روش ﺗﺠﺰﯾﻪ و ﺗﺤﻠﯿﻞ داده ﻫﺎ ﻋﺒﺎرﺗﻨﺪ از: ﺑﻬﺮه ﺑﺮداري از ﺷﺎﺧﺺ ﻫﺎي آﻣﺎر ﺗﻮﺻﯿﻔﯽ، آزﻣﻮن ﻫﺎي ﻣﻌﺎدﻻت ﺳﺎﺧﺘﺎري، آزﻣﻮن ﺳﻮﺑﻞ. در اﯾﻦ راﺳﺘﺎ از ﻧﺮم اﻓﺰار PLS ﺑﺮاي آزﻣﻮن ﻣﺪل ﺗﺤﻘﯿﻖ و ﻓﺮﺿﯿﻪ ﻫﺎ اﺳﺘﻔﺎده ﮔﺮدﯾﺪ. ﻧﺘﺎﯾﺞ ﺗﺤﻘﯿﻖ ﺣﺎﮐﯽ از آن ﺑﻮد ﮐﻪ ﺑﯿﻦ ﻋﻮاﻣﻞ اﺟﺘﻤﺎﻋﯽ، ﻓﺮﻫﻨﮕﯽ ﺑﺎ ﻣﯿﺎﻧﺠﯿﮕﺮي ﻋﻮاﻣﻞ ﺳﯿﺎﺳﯽ، ﺑﺎ ﺗﻮﺳﻌﻪ ﭘﺎﯾﺪار ﺷﻬﺮي راﺑﻄﻪ ﻣﻌﻨﺎدار وﺟﻮد دارد. در ﻋﯿﻦ ﺣﺎل ﻋﻮاﻣﻞ ﻓﺮﻫﻨﮕﯽ ﻧﺴﺒﺖ ﺑﻪ ﻋﻮاﻣﻞ اﺟﺘﻤﺎﻋﯽ راﺑﻄﻪ ﻗﻮﯾﺘﺮي ﺑﺮ ﻣﺸﺎرﮐﺖ ﻫﺎي ﺳﯿﺎﺳﯽ-اﺟﺘﻤﺎﻋﯽ ﺑﺮ ﺗﻮﺳﻌﻪ ﭘﺎﯾﺪار ﺷﻬﺮي دارد.

The aim of this article was to investigate the factors affecting the socio-political participation of citizens in the implementation of sustainable development projects in urban areas. In this research, urban development of Arak metropolis has been considered as a case study. The statistical Society consists of employees of the executive bodies of Arak in 2009. The sample size was 361 people according to Morgan sampling table, which was selected by random quota classification. Data collection tools were interviews with academic experts and a questionnaire of executives. The validity and reliability of the questionnaire were confirmed through factor analysis and Cronbach's tests. Obtaining a coefficient above 0.70 in both cases indicates the stability of their measurement. Methods of data analysis are: utilization of descriptive statistics, structural equation tests, Sobel test. In this regard, PLS software was used to test the research model and hypotheses. The results showed that there is a significant relationship between social and cultural factors mediated by political factors and sustainable urban development. At the same time, cultural factors have a stronger relationship with socio-political contributions to sustainable urban development than social factors.
