Security Approach of Hassan Rouhani’ Government Based on the Copenhagen School Approach

نوشتار پيش­رو درپي پاسخ به اين پرسش اصلي است كه دولت حسن روحاني در دور «نخست» رياست جمهوري (1396-1392) چه رويكرد امنيتي را در دستور كار خود قرار داده است؟ و به طور روشن­تر؛ ابعاد، مولفه­ها، مرجع، غايت و راهكارهاي تامين امنيت در رويكرد امنيتي اين دولت چه بود؟ فرضيه پژوهش اين است كه رويكرد امنيتي دولت حسن روحاني متاثر از الزامات ميدان­هاي اجتماعي، رويكرد مك نامارايي داشته؛ به نحوي­كه پيوند امنيت با توسعه و بويژه توسعه اقتصادي، اجتماعي و سياسي در اولويت آن قرار داشته است. يافته­هاي پژوهش نشان مي­دهد كه دولت يازدهم، قدرت ملي را برآيند تعريف موسع از امنيت دانسته و محدود نمودن اين مفهوم به يك بُعد، آن را اشتباه راهبردي تلقي كرده، از اين‌رو درپي آن بوده است تا نگاهي چند­وجهي، جامع و حداكثري نسبت به مقوله امنيت داشته باشد و كوشيده با اتكا به سياستگذاري­هاي توسعه در حوزه اقتصاد، اجتماع و سياست وضعيت امنيت ملي را بهبود بخشد. روش پژوهش، كيفي از نوع تبيين علي و ابزار مفهومي و نظري براي تحليل موضوع، بهره­گيري از نظريه امنيتي بري بوزان و ويور از صاحب­نظران برجسته مكتب كپنهاگ است. روش گردآوري داده­ها نيز كتابخانه­ اي و همچنين استفاده از منابع علمي فضاي مجازي است.

The following article seeks to answer the main question: What security approach has the moderate government of Hassan Rouhani put in its agenda during the first term of its presidency (2013-2016)? an‎d more clearly; what are the dimensions, components, and reference, purpose and security strategies in this security approach? The research hypothesis is that the security approach of Hassan Rouhani's government, influenced by the requirements of social fields, had a McNamara approach; In a way, the link between security and development, and especially economic, social and political development, has been a priority. The findings show that the Eleventh Government considers national power to be the result of a broader definition of security and considers it a strategic mistake to limit this concept to military power and the use of harsh tools. It has maximized the issue of security and has tried to improve the national security situation by relying on development policies in the fields of economy, society and politics. Qualitative research method of causal explanation and conceptual and theoretical tools for subject analysis, using the security theory of Barry Buzan and Weaver is one of the leading experts of the Copenhagen school.
