«خيابان در دست بچه ها»: تجربه طراحي شهري تاكتيكي در خيابان رودكي منطقه 10 تهران

كيفيت فضاي شهري و حضور ساكنان يكي از مهم‌ترين مسائل طراحي شهري امروز است زيرا تسلط حضور سواره امكان تردد گروه‌هاي مختلف اجتماعي و سرزندگي فضاهاي شهري را كم‌رنگ كرده است. ضرورت توجه به اين مسئله در بافت متراكم منطقه 10 كه با كمبود فضاهاي باز شهري گريبان گير است، نياز به خلق مكان براي حضور كودكان در فضاي شهري را دوچندان كرده است. اين مطالعه درصدد است تا روايت ، رويداد طراحي شهري تاكتيكي را دريكي از خيابان­هاي فعال منطقه 10 تهران تحت عنوان «خيابان در دست بچه­ها», با رويكرد كيفي و به «روش مطالعه موردي» بررسي كند و امكان حضور بيشتر كودكان را در فضاي شهري واكاوي نمايد. اين رويداد بر اساس اصول شهرسازي تاكتيكي در جهت تحقق تأمين نيازهاي ساكنان بخصوص كودكان و نوجوانان است تا با ارائه رويكردي از جنس اقدامات كوچك‌مقياس پاسخ دهد. مطالعه موردي رويداد «خيابان در دست بچه­ها» كه در آذرماه 1396 انجام‌شده است. گردآوري داده‌هاي پژوهش به روش مشاهده مشاركتي و مصاحبه نيمه ساختاريافته با 13 نفر از كارشناسان و 15 نفر از مخاطبان اين رويداد، جمع‌آوري و به روش تحليل محتوا ارزيابي‌شده است. يافته‌هاي اين پژوهش نشان مي‌دهد كه رويداد شهرسازي تاكتيكي بر اساس «تفكر طراحي» در 5 گام «درك و همدلي», «تعريف موضوع»، «ايده پردازي»، «اجراي نمونه اوليه» و «آزمون» قابل‌برنامه‌ريزي و ارزيابي هستند. وقوع اين رويدادها را مي‌توان سرمشقي براي جريان تكاملي پروژه‌هاي شهرسازي تاكتيكي در خدمت مديريت شهري متكي بر رويدادهاي كوچك‌مقياس و امكان تحقق ابزار غيررسمي «حكمروايي طراحي شهري» در جهت ارتقا كيفيت محيط برشمرد.

The quality of urban space and the residents’ presence are one of the most important issues of today’s urban design, as the prevailing presence of cars have lessened the possibility of vitality in public places. The urban spaces which were once the playground for children’s play have become a place for cars and the children have been excelled from the urban spaces. This issue is worse in district 10 which is struggling with lack of open spaces and hence, it needs placemaking actions with small scale with high impact especially for the children. This study narrates the experience of Tactical Urbanism in one of the streets in district 10 in Tehran, this event was named: “play Street” as The Street in children’s hands through case study approach. It has studied the methods for returning the children to the streets. This event is based on Tactical Urbanism in order to fulfil urban design aims in order to study humanenvironment interactions and behaviour to match and coordinate the changes and integrate the ongoing pressures with the residents need. Specially that the emphasis has been on solving the problems of the youth and the children residing on this neighborhood in November 2017. “The street in children’s hands” in Tehran Street has been conducted with design approach in 5 steps “Empathize, Define, Ideate, Prototype and Test” which can be a model for urban management Tactical action models. They can be considered as informal tools for urban design governance to increase the quality of environment and place-making.
