مدل استراتژيك SOAR گامي به سوي برنامه‌ريزي راهبردي توسعه كشاورزي فراسرزميني ايران

SOAR Strategic Model; A step towards strategic planning of Iran overseas agricultural development

كشاورزي فراسرزميني به سرمايه‌گذاري خارجي در بخش كشاورزي از طريق خريد يا اجاره قطعات زمين در مقياس بزرگ و بهره‌برداري از آنها در كشورهاي داراي ظرفيت و پتاسيل مناسب از نظر امكانات و منابع توليد گفته مي‌شود. در طول چند سال اخير، اقدامات بسياري در زمينه‌ كشاورزي فراسرزميني ايران نيز صورت گرفته است؛ با اين حال بررسي‌ها نشان مي‌دهد فقر اطلاعاتي عميقي در خصوص كشاورزي فراسرزميني ايران وجود دارد و با گذشت چند سال از مطرح شدن بحث كشاورزي فراسرزميني در كشور هنوز از اجراي يك برنامه‌ريزي استراتژيك بلندمدت خبري نيست. لذا در اين مطالعه با استفاده از مدل SOAR و ديدگاه مثبت‌شناسي، به بررسي نقاط قوت و فرصت‌هاي كشاورزي فراسرزميني پرداخته شد. روش تحقيق در اين پژوهش از نظر نوع، كيفي و از نظر گردآوري داده، توصيفي-تحليلي با ماهيت كاربردي است كه براي جمع‌آوري اطلاعات از مصاحبه‌ و براي تجزيه و تحليل اطلاعات از مدل SOAR استفاده شده است. جامعه مورد مطالعه، 16 نفر از كارشناسان، مسئولان ذيربط و سرمايه‌گذاران مي‌باشد. از مهم‌ترين نتايج مورد انتظار توسعه كشاورزي فراسرزميني، كاهش فشار بر روي منابع داخلي كشور، كسب سود براي توليدكنندگان، تأمين تقاضاي بازار داخلي با منابع بيروني و ايجاد روابط دوستانه بين ايران و كشورهاي ديگر مي‌باشد.

Overseas agriculture refers to foreign investment in the agricultural sector through the purchase or lease of land lots on a large scale and exploitation in countries with a good capacity and potential in terms of production facilities and resources. Over the past few years, there have been many actions in the field of Iran Overseas agriculture; however, surveys show that there is a deep lack of information of Iran overseas agriculture and There is still no long-term strategic planning after a few years since the introduction of an overseas agricultural debate. Therefore, in this study, using SOAR model and positivist viewpoint, Overseas agricultural strengths and opportunities were investigated. The method of research in this research is qualitative and in terms of collecting data, descriptive-analytical with the applied nature which is used for data collection from the interview and SOAR model is used for data analysis. The study population consists of 16 experts, relevant authorities and investors. The most important outcomes are expected to be the development of Overseas agriculture, the reduction of pressure on domestic resources, the acquisition of profits for producers, the supply of domestic market with external resources and the establishment of friendly relations between Iran and other countries.
