بررسي نقش مؤلفه‌هاي گام دوم انقلاب اسلامي بر اجراي دومين برنامه جامع نقشه راه اصلاح نظام اداري و سياست‌هاي كلي نظام اداري ابلاغي مقام معظم رهبري

Investigating the role of the components of the second step of the Islamic Revolution on the implementation of the second comprehensive plan of the administrative system reform roadmap and the general policies of the administrative system announced by the Supreme Leader

هدف از اين پژوهش تعيين نقش مؤلفه‌هاي گام دوم انقلاب اسلامي بر اجراي دومين برنامه جامع نقشه راه اصلاح نظام اداري 1399-1397 و سياست‌هاي كلي نظام اداري ابلاغي مقام معظم رهبري در ادارات كل استان آذربايجان غربي بود. روش تحقيق در اين پژوهش توصيفي از نوع همبستگي بود و جامعه آماري پژوهش حاضر را مديران و معاونان ادارات كل و روساي ادارات شهرستان‌هاي استان آذربايجان غربي در سال 1399 را تشكيل داده‌اند بود كه تعداد 274 نفر از كاركنان به روش تصادفي طبقه‌اي انتخاب شدند و پرسشنامه ميان آن‌ها توزيع گرديد. داده‌ها با پرسشنامه‌هاي محقق ساخته پياده‌سازي گام دوم انقلاب، پرسشنامه نقشه جامع راه اصلاح نظام اداري و پرسشنامه سياست‌هاي كلي نظام اداري جمع‌آوري شد و با استفاده از نرم‌افزار SPSS و آزمون‌هاي توصيفي و استنباطي مورد آناليز قرار گرفت. نتايج آزمون‌هاي همبستگي پيرسون و رگرسيون چند متغيره نتايج نشان داد مؤلفه‌هاي گام دوم انقلاب اسلامي بر اجراي دومين برنامه جامع نقشه راه اصلاح نظام اداري 1399-1397 و سياست‌هاي كلي نظام اداري ابلاغي مقام معظم رهبري در ادارات كل استان آذربايجان غربي مؤثر است.

The purpose of this study was to determine the role of the components of the second step of the Islamic Revolution on the implementation of the second comprehensive plan of the administrative system reform roadmap 2018-2020 and the general policies of the administrative system announced by the Supreme Leader in the departments of West Azerbaijan province. The research method in this study was descriptive-correlational and the statistical population of the present study consisted of managers and deputies of general departments and heads of departments of cities of West Azerbaijan province in 2020 that 274 employees were selected by stratified random sampling and questionnaire It was distributed among them. Data were collected by researcher-made questionnaires on the implementation of the second step of the revolution, a comprehensive roadmap for reforming the administrative system and a questionnaire on general policies of the administrative system and were analyzed using SPSS software and descriptive and inferential tests. The results of Pearson correlation and multivariate regression tests showed that the components of the second step of the Islamic Revolution are effective in implementing the second comprehensive program of the administrative system reform roadmap of 2018-2020 and the general policies of the administrative system announced by the Supreme Leader in all departments of West Azerbaijan province.
